Corruption: heavy indictment against ex-minister Kadi and his family

Like other former senior officials of Bouteflika’s time, the justice system caught up with the former Minister of Public Works, Abdelkader Kadi, but also members of his family, for their involvement in a corruption case, linked to the illicit transfers of currencies and ill-gotten gains.

According to information reported by the Arabic media Echourouk Onlinethe public prosecutor at the criminal economic and financial pole of the court of Sidi M’hamed (Algiers) requested, last Wednesday, a sentence of sixteen (16) years in prison with a fine of three (3) million dinars against the former Minister of Public Works, Abdelkader Kadi, for his involvement in corruption cases while he held the post of wali of the wilaya of Ain Defla.

Indeed, the justice is prosecuting Kadi, but also his wife, his son, his daughter-in-law and his brother-in-law (his wife’s brother) for charges related to corruption. In particular “money laundering, illicit enrichment, false declarations of properties, concealment of income from crimes of corruption, violation of the legislation and regulations relating to exchanges and the movement of capital from and to abroad”.

Thus, the public prosecutor at the same court also requested sentences of seven (7) years in prison and fines of three (3) million dinars against the four other defendants, i.e. the family members of the former Minister Abdelkader Kadi.

Case of ex-minister Kadi: justice reveals the value of ill-gotten gains

As part of this corruption case, the investigators discovered that the defendants owned luxury real estate properties in France, without declaring their source. In addition to ill-gotten real estate, former Minister Kadi had received large sums in his bank account on behalf of foreign, French and Emirati companies, without any justification.

Moreover, during the trial, the public prosecutor at the criminal economic and financial center of the court of Sidi M’hamed (Algiers) revealed that the defendants had three apartments in Paris, but also, luxury real estate in Algiers and Oran as well as farms in Ain Defla.

With regard to illicit money transfers, the investigation shed light on transfers in France to the private accounts of Kadi and his wife, the total value of which amounts to more than 120 thousand euros. As for their sources, the public prosecutor pointed to the inability of the defendants to justify these sums and their refusal to declare these assets.

Abdelkader Kadi implicated in other corruption cases

As a reminder, Abdelkader Kadi had held several positions of responsibility, in particular that of Wali of Ain Defla between 2004 and 2010, Wali of Relizane between 2010 and 2014, Minister of Public Works between 2014 and 2015 and Minister of Agriculture in 2015 before to take office at the head of the wilaya of Tipaza between 2015 and 2016.

In 2020, the court sentenced him to ten (10) years in prison for “misappropriation of agricultural land and influence peddling”. However, his sentence was reduced to three (3) years in prison in April 2022. In the context of the trial of businessman Ali Haddad, Kadi’s name stands out as does that of Ammar Ghoul, in their capacity as former Ministers of Public Works. Moreover, this case concerns the project for the construction of a motorway section at the level of the wilaya of Ain Defla. Accused of “wasting public funds, corruption and granting undue advantages”, Abdelkader Kadi was sentenced to four (4) years in prison and a fine of 200,000 dinars.
