The concessionaires’ initiative implies accepting the digital signature as valid, which would speed up operations and avoid face-to-face procedures
The Association of Automotive Dealers (Acara) agreed with various State agencies to launch a project of digitization of registration procedures, which will begin to unfold over an initial universe of 4.5 million annual transactions and transfers.
This was reported after a meeting held by the president of Acara, Ricardo Salomé, with María Eugenia Doro Urquiza, National Director of the Registry of Automotive Property and Pledge Credits; Marcelo Hermigarate, National Director of Administration Systems and Digital Signature; and the coordinator of Digital Signature, Iris Cidale.
Executives from the Encode and Lakaut companies also participated in the meeting, responsible for the technical platform for the development of the digitization process that seeks to streamline the procedures for the sale of used vehicles as well as the patenting of 0 kilometer units.
The project scenario was raised on an asset of 4.5 million annual procedures approximately between initial inscriptions and transfers of motor vehicles taking into account the projections that Acara makes on the horizon 2022.
How the new digital system will work
The objective of the project on this number of operations is to be able to send the signed documents through electronic means so that they have the same technical security and legal characteristics as holographically signed documents.
During 2022, the digitization process will begin at the concessionaires’ offices in the preparation of forms 01D / 08D, procedures that will be initialed by the client’s digital signature to be able to be sent electronically to the corresponding registry.
In this step, it will not be necessary to go to the registry offices with the necessary documentation.
In order to comply with all the registration requirements for the registration and transfer procedures, DNRPA and Acara teams will launch together with the companies responsible for the technical aspects the analysis of all the processes, so that the concessionaire can send in the form digital all the necessary elements for each procedure.
At the meeting it was highlighted that the implementation and use of the digital signature is a key element that allows expedite the processing of any request, without the need to print it on paper, preserving its authenticity, original character and, above all, guaranteeing the authorship and integrity of digitally signed documents.
It, it was assured, allows electronic documents to be digitally signed with the same legal validity as a handwritten signature and is under the control of the signer at all times.
The sale of cars will be streamlined thanks to the digital process.
Concessionaires, on alert for the rise of patents
Automotive patents will have an increase of 60% from 2022, as a consequence of the strong increase in vehicle prices. This is how dealers warned this Wednesday.
The sector questioned whether it had been decided to adjust the patents on the values of the vehicles, which will end the year with accumulated increases of up to 65% in some cases, according to what is indicated by the sector.
“On the occasion of the setting of the values that vehicle owners must pay for the filing of these assets in CABA and in the province of Buenos Aires as of 2022, we have learned that although the aliquots are maintained, they will be applied on the valuation of goods established by each of the jurisdictions, “they warned from the Chamber of Automotive Commerce (CCA).
In turn, they warned that this “disproportionately affects all taxpayers who in many cases cannot meet their legal obligations, including agencies and concessionaires as well.”
In dialogue with the Argentine News agency, the president of the CCA, Alberto Príncipe, affirmed that the commercialization of automobiles “is affected by various obstacles and provisions that have caused notorious shortages of these products in the market.”
Among those problems, the head of the entity listed the “difficulties in the delivery of automobiles by factories and distributors to their dealers.”
In turn, said that the production “suffers from lack of imported components and the closing or reduction of the entry of imported vehicles due to exchange rate problems, among others. ”
“All these circumstances have led to an increase in the value of automobiles well above inflationary variations and with highly variable criteria,” he said, while estimating that the value of automobiles “will end the year with an average rise of between 60 and 65% “.
