INE puts a brake on Ebrard collaborators

Mexico City.- The National Electoral Institute (INE) ordered officials from the Ministry of Foreign Affairs (SRE) to delete from their social networks support for Foreign Minister Marcelo Ebrard, as a presidential candidate, and instructed the same official to put order in the agency and that his collaborators don’t use your posts to promote it.

The PRD denounced the diversion of public resources due to the promotion made by some undersecretaries, such as Martha Delgado and Maximiliano Reyes, spreading videos and propaganda in favor of Ebrard with the hashtag #ConMarceloSí.

The INE Complaints Commission declared the precautionary measures appropriate for the officials to delete their publications and ordered them to stop the activism from their positions.

However, he recalled that it will be the Electoral Court of the Judicial Power of the Federation (TEPJF) that determines if there is improper use of public resources.

“The precautionary measure is declared admissible, since it is considered that these are not individual, spontaneous, free, personal and genuine demonstrations, but rather a possibly orchestrated campaign or an advertising strategy by high-ranking officials of the Ministry of Foreign Affairs. .

“(This) in order to position the secretary for the 2023-2024 electoral process, in possible violation of the principles of fairness, impartiality and neutrality,” the agreement indicates.

The president of the Commission, Adriana Favela, informed that Ebrard must inform the INE what measures it will implement so that all high-level officials of the Foreign Ministry refrain from making such publications. “In addition to the fact that they are people who work under him, they are making publications that are benefiting him,” she stated.

The members of the INE Complaints Commission called on all public servants, from all political parties, who have a reinforced duty to adjust their conduct to the constitutional and legal parameters on the promotion of candidates for a candidacy.

The three advisers of said Commission endorsed adding a section to order the chancellor to speak with the staff of the Secretariat to suspend any activism in his favor, and monitor that this happens.

“Because it is a notorious fact that Marcelo Ebrard is a person who has expressed his intention to aspire to a candidacy, it seems logical to me to tell him to take care of all public officials of the Ministry of Foreign Affairs so that they refrain from carrying out acts that in some way collide with the constitutional restrictions,” said counselor Claudia Zavala.

He added that the Specialized Chamber of the Court must establish what the civil liberties of officials are in the face of this type of communication strategies of public servants who aspire to a position.

Counselor Ciro Murayama said that in the “time of authoritarianism” officials used public resources to reach positions and the burden of employees in their favor was evident. However, he indicated, without mentioning Morena’s corcholatas, those same tactics of the past are being observed in recent months.

“The undersecretaries of the Foreign Ministry use their social networks to promote the presidential aspirations of their boss, the secretary, the chancellor, because that is what the Constitution does not allow.

“All public servants have a duty of neutrality, before it was normal to get into trouble with the boss, now these behaviors are multiplying. (That the chancellor) draw their attention and that all his officials dedicate themselves to issues of the Chancellery and no to political futurology and the same should happen in all public agencies,” he said.
