Common appeal for a good all-day care – legal right to all-day care: quality must be assured

From 2026, there will be a legal entitlement to all-day care for primary school children. A broad alliance is now calling for quality assurance measures.

“The legal entitlement to all-day care holds great potential for educational equality, equal opportunities, gender equality and increasing employment, especially for women,” said dbb national chairman Ulrich Silberbach on May 15, 2023. “Yet – especially with a view to the municipalities – we also see it the dangers: The problem of the blatant shortage of skilled workers in education and training professions is still unsolved and there are still no concepts for the existing premises or those to be built. A high-quality implementation of the all-day offer is thus becoming a distant prospect. The failures of politics must therefore once again be made good are paid for by employees, parents and above all the children.”

In addition to quality assurance measures, the alliance calls for the continuous involvement of existing experts in the implementation of the legal claim. The alliance’s appeal, of which dbb is one of the first to sign, says: “We demand that the federal, state and local governments engage in continuous dialogue with practitioners and include the expertise of specialist, welfare and interest groups in the development of an effective quality framework. ” For dbb boss Ulrich Silberbach, the appeal, which was carried out by such a broad alliance of civil society organizations, is a “clear mandate for politicians to act so that the implementation of the legal entitlement both meets educational requirements and can make a real contribution to social and regional equality of opportunity.”
