“We are entering a new phase of action,” said the Prime Minister from the outset. Elisabeth Borne unveiled, this Wednesday, April 26 from the Elysée Palace, the roadmap for the “hundred days of appeasement” and “action” wanted by Emmanuel Macron until July 14. It is based on three pillars: a new “pact on life at work”, the “ecological transition” and a “society of progress and access to public services”, she detailed.
“I only believe in results. We must obtain them in all areas, and I want them to be concrete, tangible, visible to the French,” declared Elisabeth Borne. L’Express takes stock of the announcements.
A new pact on working life
The Prime Minister assured that the government wishes to build a new social agenda to develop a “pact of life at work”. Concretely, a “full employment” bill will be presented at the beginning of June.
She also promised to obtain “a fairer distribution of the wealth produced by companies” and set herself the goal of debating in Parliament for the next three months “the bill transposing the agreement between the social partners on the sharing of the value”. She also called on companies “to act collectively to raise wages”.
A text on immigration no later than the fall
The Prime Minister announced on Wednesday that the immigration bill wanted by Emmanuel Macron would ultimately not be presented immediately, for lack of a majority, postponing a hypothetical text with vague outlines until the fall.
“Today, there is no majority to vote for such a text, as I was able to verify yesterday by talking to Republican officials,” she said, presenting her roadmap. “I am confident in our ability to find a way,” she said after the Council of Ministers. “My will is indeed on each of the texts to seek a majority”, she hammered. Asked about her stated desire to no longer resort to 49.3 excluding financial texts, she only mentioned her “objective” of finding agreements on a case-by-case basis at the Assembly.
To show that the executive is acting on this “priority” of immigration without waiting for a law, she announced the mobilization “from next week” of “150 additional police and gendarmes in the Alpes-Maritimes” to “face increased migratory pressure at the Italian border”.
The “green industry” bill will be presented in mid-May
For the “100 days”, Elisabeth Borne announced that a “green industry” bill would be presented in mid-May. “This is the meaning of the decarbonization roadmap for the major industrial sectors and the 50 most emitting sites,” she explained.
On environmental issues, she offered “personalized support” for the thermal renovation of housing.
