Patricia Benavides: her unseen thesis has identical content to the work of her judge sister

The title of the doctoral thesis of Patricia Benavidesprosecutor of the Nation, is similar to that of a chapter included in the academic work of his sister, the judge Ruth Benavidesformer president of the Superior Court of Justice of Callao, according to a report released this Friday by Hildebrandt in his thirteen.

The investigation of the sister of the head of the Public Ministry appears in the virtual repository of the Universidad Nacional Mayor de San Marcos (UNMSM) and is called “Legal problems of conciliation in the Peruvian criminal process” (2003).

This research, unlocatable until now, was exhibited in December 2009 for the Universidad Alas Peruanas (UAP), which awarded it a magna cum laude (very outstanding) mention. However, part of the jury does not remember the support and seven former classmates revealed to the weekly that they did not see it in the classroom.

The National Board of Justice (JNJ) confirmed that it is investigating the highest representative of the Prosecutor’s Office for these alleged irregularities and, although it avoided going into details, it pointed out that “the qualification of the thesis quality corresponds to the universities themselves.”

Benavides enrolled at the UAP, an unlicensed university that for years had agreements with the Public Ministry to provide titles to prosecutors and their families, just to obtain those degrees. Previously, he had taken master’s and doctoral courses at San Martín University between 1994 and 1995, according to Hildebrandt in his thirteen.

“We have made all our efforts to be able to locate the thesis and we have not located it. (…) It must exist, but in any case you could ask the prosecutor herself for it,” he said. Ilko Rogovichgeneral secretary of the house of studies, when a journalist from the weekly consulted about the texts.

However, a former director pointed out to the weekly that this version is “impossible”, since in that period each thesis student was obliged to leave two copies and deliver another to each member who evaluated the support.

In the same report published this Friday, the newspaper recalled that, in 2004, the magistrate of the theses not received, he managed to get the then questioned National Council of the Magistracy (CNM) will appoint her as a superior prosecutor in Lima, without any competition.

At the beginning of March, the JNJ opened an investigation into Benavides due to alleged irregularities in the changes of the special team White Collarswhich is investigating a network of corruption in the Judiciary, which was described as an “act of intimidation and obstruction” by the same prosecutor.

Recently, on Monday, the JNJ opened a new preliminary investigation for having received a decoration from the mayor of Lima, Rafael Lopez Aliagawho is being prosecuted for alleged money laundering.
