Ayala also emphasized that he was part of the Castillo government “until the fortnight of November 2021” and assured that after leaving that role “never again” he had ties with the Executive again.

The case of the alleged irregular promotions in the Armed Forces and the National Police became known in August 2021, when the former general commanders of the Army, José Vizcarraand from the Air Force, Jorge Chaparro, denounced that they were retired for not having acceded to pressure.

These pressures were allegedly exerted by the then Secretary General of the Government Palace, Bruno Pachecoby order of Castillo and Minister Ayala.
