Pacheco said that there were illegal payments in the promotions to generals of the PNP from november last year and spoke of a list of ten officers who paid -according to his statement, published by Trade– US$20,000 to be promoted with the consent of Castillo, now in pretrial detention.

The former presidential relative maintained that this list was prepared by the nephews of the former president, Fray Vasquez and Gian Marco Castillotogether with the non-commissioned officer PNP and member of the presidential escort, Jorge Tarrillo Galvez.

The capture took place within the framework of a police operation carried out during the early morning and that included the search of several houses in Lima, Cusco, Tacna and Tumbes. After the raid, former Minister Ayala declared that he is “ready for the case to be investigated”, but considered that the fiscal intervention has been “a show”.
“This has been unnecessary, they have not found anything,” he said before also questioning the ordering of preliminary arrests, since he considered that those involved should have been summoned to testify.
“What I leave for the record is that in Peru there is no due process, because the decisions issued by the judges do not have the proper motivation,” he added before saying that, in any case, the then Interior Minister should have been included. , on whom the National Police depends, and not on him, who was Minister of Defense.
Ayala also emphasized that he was part of the Castillo government “until the fortnight of November 2021” and assured that after leaving that role “never again” he had ties with the Executive again.
The case of the alleged irregular promotions in the Armed Forces and the National Police became known in August 2021, when the former general commanders of the Army, José Vizcarraand from the Air Force, Jorge Chaparro, denounced that they were retired for not having acceded to pressure.
These pressures were allegedly exerted by the then Secretary General of the Government Palace, Bruno Pachecoby order of Castillo and Minister Ayala.
