Unlike the first demonstrations, the marches of the last four days have been joined by demands for the death of 28 people; balance registered by the clashes of the previous month.
In this scenario, Congresswoman Ruth Luque (Democratic Change – Together for Peru) filed a constitutional complaint against Dina Boluarte and two of his ministers: the Premier Alberto Otárola and the owner of Ministry of Justice, Jose Tello.
The document includes an accusation for alleged constitutional violations, against those mentioned, and a complaint of criminal content that only concerns the prime minister. Other denounced are the expremier Pedro Angulo and the former Minister of the Interior Cesar Cervantesincluded in both sections.
“The duty to protect the life and integrity of people has been breached. (…) There is a mediate authority figure that would correspond to the Prosecutor’s Office to investigate to clarify the chain of command that developed in these deaths. The complaint alleges that the president Dyne boluarte and its ministers belong to the highest spheres of decision in matters of the use of the Armed Forces (FFAA.) and the National Police (PNP).
In this context, it is indicated that the orders that they have issued or arranged were “mandatory compliance” for those in lesser positions, among them, “police and military agents who carried out the operation.”

“I hope the SAC and the Lady Camones review the complaint well and can admit it, at least, so that it can be deepened, ”he said. In addition, he added that he visited fourteen injured in the protests in December last year and that “all” of them “had serious injuries due to gunshot wounds.”

“I have not dialogued with the Government and neither has our bench received any request to dialogue. We said that if the written invitation letter arrived, we would respond in the same way, stating what were the central points that we considered. Since it has not reached us, we have not had the opportunity to give this answer,” said the legislator from Democratic Change.
The parliamentarian added that she will not give confidence to the PCM and that his bench will meet this Monday the 9th to address some issues, the same ones that they will present later through their main spokesperson.
