Then it will be time for demolition and the start of work for the construction of the winning project of the contest promoted together with the local College of Architects.

“The winning project perfectly responds to the objective we are pursuing: to recover our city’s heritage, generate an urban and technological transformation that promotes administrative modernization and economic reactivation and promote a new development pole for the city, implementing sustainable systems that also help us allow us to move towards a more environmentally friendly city”, explained the Secretary of Urban Planning of the Commune, Maria Botta.

In relation to the work, the descriptive memory of the project details that the space will have a ground floor, two floors above and three basements. In the different spaces the convention center, gastronomy, municipal services, a box for entrepreneurs, an innovative educational hall, and parking for cars; among other spaces. Due to its historical and patrimonial value, the work will preserve the perimeter wall of the corner and three of the four wagons/sheds that make up the large roof of the block; while the incomplete shed will be removed to insert a new urban piece there that will agglomerate the municipal offices and space for companies and entrepreneurs. “Achieving the modernization and refunctioning of the corner of 20 and 50 while preserving the heritage was one of the aspirations we had when we thought about this contest,” said the official.

According to the project, A plaza will be set up on Calle 20, which will take sidewalk and street to increase its surface area, and the historic warehouses will serve as a backdrop for the new public space.; while the underground levels, which contain parking lots, warehouses and machine rooms, will be aligned only below the new building and the plaza, so as not to alter the historical support structure of the sheds.

“The location of a plaza within the new Polo is a great success by the architects”, emphasized Botta and explained: “Not only will it function as a hall for the convention center, providing beauty, freshness and forestry to the building, but it will add to the public spaces of the city.

On the other hand, depending on the multiplicity of uses of each one of the sectors, the new building shared by the Municipality and the companies will seek the generation of free floors and multiple possible reinforcements, with technical ceilings and continuous floors that guarantee, not only freedom in use and reinforcement, but also a clear resolution of the installation systems, technical conditioning and connectivity, among other. With the same purpose, the Convention Center will be located in a large space below the historic warehouses, with a forceful continuous and flat floor that gives the possibility of conceiving it whole or fragmented, accompanied by a hanging system of curtain rails that can go sectorizing the large plant and creating a stage where events such as congresses, fairs, competitions, exhibitions or shows of various kinds can take place under the large roof.

Finally, the Ayala, Del Valle and Ballina Benites project contemplates systems and concrete actions that seek sustainability, such as a large green terrace on the new building to collect rainwater and direct it to pumping wells, for use in the English patio access to the municipal building; and the use of solar panels, among other possible ideas.

It is worth noting that there were 28 projects presented in the contest; that seven were shortlisted; that the second prize went to the proposal of the architects Santinelli and Squillasiotti and the third to that of Lesch and Alfaro. For their part, the projects by Ponce and Sessa and Canutti and Fariña received honorable mentions.
