Mexico City.- President Andrés Manuel López Obrador prepares a decree with which the operations of the concessionaires and permit holders that provide the service to the public of regular and non-regular national and international air transport exclusively for cargo and mail at the International Airport of the City of Mexico (AICM).

In the draft sent to the National Commission for Regulatory Improvement (Conamer), the President argues that it is necessary to take action to resolve the saturation in terminal buildings 1 and 2 of the AICM.

“It is in the public interest to create the conditions for the adequate and efficient operation of said airport, with optimal levels of service and thereby solve the problem of saturated areas, as well as the facilities with the highest intensity of passenger traffic in the buildings. terminals, in order to increase operational safety, quality of service, well-being and passenger satisfaction,” the document states.

If the decree is issued, the companies will have a period of 90 days to relocate their operations.

“It is imperative to adopt actions and strategies to achieve fluidity, quality, timeliness, and safety in the mass transportation of passengers, on national and international flights,” emphasizes the bill.

The Ministry of Infrastructure, Communications and Transportation (SICT) explains that concessionaires and permit holders that provide combined passenger and cargo services will be exempt from this measure, provided that the cargo is transported on the same aircraft as the passengers.

In this way, the Federal Civil Aviation Agency (AFAC) will be instructed to review and modify, where appropriate, the permits for the public air transport service of this type.

The AFAC will also be in charge of updating the general bases for the allocation of landing and takeoff times at airports in saturation conditions, published in the DOF on September 29, 2017, as well as incorporating this decree in the Aeronautical Information Publication. (PIA).

In 2022, more than 570,000 tons of cargo were mobilized at the AICM, a growth of 6 percent compared to the more than 556,000 tons that it moved in 2019 prior to the Covid-19 pandemic.
