International Amnesty (AI) urged the international community to develop a joint plan to address the petitions for justice of the victims of the conflict in Ukraine, where the organization has documented war crimes since the beginning of the invasion a year ago.

The general secretary of the organization, Agnes Callamardstressed in a statement the need to take action quickly: “As long as the Russian Armed Forces appear to be stepping up their offensive in Ukraine, a commitment to hold all responsible for human rights violations and war crimes It’s more urgent than ever.”

Let’s say it clearly: the hands of Vladimir Putin and his armed forces are stained with blood”, he added.

International Amnesty has detected war crimes and violations of international humanitarian law committed by Russia, among which he cited extrajudicial executionsdeadly attacks against civilian infrastructure and places of refuge, deportations and forced transfers of civiliansand large-scale unlawful killings committed by bombing cities.

The priority must be to resolve the demands for justice of the people of Ukraine, which Callamard has assured “has suffered unimaginable horrors in this war of aggression during the last 12 months.” “Countless human beings have been reduced to collateral damage“, lament.

I would also consider the ratification of the crime of aggressionthat he International Criminal Court at the moment it cannot investigate as such.

Among the concrete actions that Amnesty International has proposed is ensuring that those responsible for these war crimes brought to justice, including both high military commanders like civil leaders.

Humanitarian support will also be essential in this search for reparations, and the NGO recalled the need to guarantee transparency, efficiency and sensitivity towards the victims in these processes.

International Amnesty welcomes the March 2022 decision of the UN Human Rights Council to create an independent commission of inquiry on Ukraine, but has stressed that it is essential that these processes take into account, in addition to the “low-level direct perpetrators”, people at the highest positions in the chain of command .
