Corruption would have caused Peru an estimated economic damage of S/ 24,419 million during 2022, of which, by level of government, 56% (S/ 13,721 million) was caused by regional governments and municipalities, followed by the national government with 44% (S/ 10,696 million), according to a report updated by the Comptroller General of the Republic.

What was revealed represents a level of incidence of 13.4% of the accrued budget of the aforementioned year, at the national level, according to the result of the ‘Estimation of Corruption and Functional Misconduct’ prepared for this year by the Anti-Corruption Observatory of the Comptroller General of the Republic.

In that sense, the Comptroller General, Nelson Shackindicated that, if we reflect on its effects, with those public resources lost by the corruption (more than S/ 24 billion), the poverty in perusince it would alleviate, at least in two years, this problem that today affects millions of Peruvians and Peruvians.

This estimate is made for the fourth consecutive year based on the identification of the interannual moving average of the proportions of economic damage to the public budgeton which an extrapolation is executed that allows projecting the proportions of losses with respect to the previous year, depending on the type of expense, sector, department and level of government.

Meanwhile, the estimate of the corruption and functional misconduct shows that the level of incidence between the year 2022 compared to the year 2021 was slightly lower, going from 13.6% to 13.4%, however, in absolute terms, the damage was greater: in 2021 it was S/ 24,262 rising in 2022 to S / 24,419.

The estimate made by the Comptroller General reveals that, in 2022, the incidence of economic damage is presented, by type of expense, also in the Investment (works) category, with an incidence of approximately 16.8% (S/ 7,945 million), followed by Goods and Services with 12.8% (S/ 6,523 million) and Others with 11.9% (S/ 9,950 million).

Another example of irregularity detected by the comptrollership, in the category of Goods and Services, is the case of the unjustified delay in the purchase of 700,000 electronic passports that generated a shortage and affected the service, despite the alerts issued by the Comptroller General. Although in relation to the year 2021 there was a slight drop in the amount of corruption corresponding to the national government (from S/ 11,057 million to S/ 10,696 million), there was an increase in losses due to irregularities in personnel expenses and others, mainly related to problems in the appointment of personnel and approval of labor benefits outside of the law.

In the last two years, of the S/ 16,938 million loss accumulated by the Executive Power, 41% corresponds to spending on hiring, 30% to spending on personnel, and 21% to investments.

According to the estimate made by the sub-management of the Anti-Corruption Observatory of the Comptroller Generalthe incidence of economic damage at the national level, in the three levels of government, is 13.4% of the public budget.

The departments with the highest incidence in corruption and misconduct worksl, on a High level scale, are: Moquegua (24.0%), La Libertad (20.2%), Apurímac (18.5%), Huancavelica (18.2%), Áncash (17.5%), Arequipa (17.4%), Cusco ( 16.5%) and Lambayeque (15.8%).

The study also presents the absolute ranking of economic damage by territory and which in this case is headed by the regions of Cusco (S/ 1,601 million), Áncash (S/ 1,381 million), Piura (S/ 1,337 million), La Libertad ( S/ 1,324 million), Arequipa (S/ 1,176 million) and Cajamarca (S/ 1,042 million). In Metropolitan Lima, where most of the country’s public entities are concentrated, losses amount to S/ 7,648 million.

The entities that rank as the top 10 in the ranking of damage and incidence due to corruption and functional misconduct are:

In the national government, whose amount of economic damage is S/ 10,696 million, generated by type of expense in Supply (14.1%), Investment (12.4%) and others (8.0%), there is the National Center for Resource Supply Health Strategic (Cenares); Ministry of Transport and Communications (MTC); National Health Investment Program (Pronis); Urban Transport Authority for Lima and Callao (ATU); Superior Court of Justice of Lima; National Educational Infrastructure Program (Pronied); National Office of Electoral Processes (Onpe); National Penitentiary Institute (Inpe); General Management of the Judiciary and the National Institute of Neoplastic Diseases (INEN).

Like last year, Cenares, TCM and TO YOU lead the ranking. There are other entities that were not listed and are now appearing, such as the case of Pronis, which was an executing unit of Minsa, in charge of infrastructure projects, and which has around 60 hospital projects paralyzed nationwide.

In the case of regional governments, the economic damage is S/ 8,038 million, which was generated by type of investment in Investment (20.9%), Supply (14.1%) and others (19.4%), the entities involved are: Region Piura (Education); Cusco Region (Copesco Plan); Lambayeque Region (Education); Callao Region; Arequipa Region (South Arequipa Education); La Libertad Region (Sánchez Carrión Education); Puno Region (Headquarters), Piura Region (Health); Callao Region (Health Directorate I Callao) and Ica Region (Headquarters).

For the case of local governments or municipalitieswhere the economic damage due to corruption amounts to S/ 5,685 million, due to irregularities in Investment (18.5%), Supply (8.8%) and others (17.2%), the top 10 is made up of the Metropolitan Municipality of Lima, the District Municipality of San Marcos (Áncash), Provincial Municipality of Mariscal Nieto (Moquegua), District Municipality of Quimbiri (Cusco), Provincial Municipality of La Convención (Cusco), District Municipality of Chalhuahuacho (Apurímac), District Municipality of Santiago de Surco (Metropolitan Lima) , Provincial Municipality of Trujillo (La Libertad), District Municipality of San Isidro (Metropolitan Lima) and Provincial Municipality of Arequipa.
