Among the modifications, it is established that the insabi (created in 2019 to replace Seguro Popular) and pass on its functions to IMSS Wellness so that a single decentralized body is the operator of the federation for the provision of health services in concurrence with the states.
“The decentralized public body Health Services of the Mexican Institute of Social Security for Welfare (IMSS-Wellness) is the health institution of the Mexican State in charge of the free provision of health services, medicines and other associated supplies for people without social security”, the initiative reads.
The opinion that will be sent to the Chamber of Senators indicates that the health services of the IMSS-Bienestar will collaborate with the Health Secretary with regard to the free presentation of health services, medicines and other associated inputs required by people without social security, within the framework of the Health System for Well-being.
He IMSS-Wellness will participate in the contracting procedures, consolidated that implements the Health Secretaryfor the acquisition and distribution of medicines and other associated health supplies, in order to guarantee their supply.
The ruling also highlights that the state governments should help in the operation and strengthening of the National system of healthwhile the collection of recovery fees for the provision of health services, medicines and other supplies associated with people without social security is prohibited.
As argued by Deputy Reyes Carmona, this initiative has the purpose of consolidating the operation of the Healthcare system“which will allow laying the foundations for the concurrence of the federation and the federal entities in the presentation of health services provided to people without social security.”
