FSD Beta should be able to be tested by all Tesla owners

Elon Musk has announced that all Tesla drivers in North America will Full-Self-Driving-Paket (FSD) to be tested free of charge. But only when it is “super smooth”
Musk then wants to expand the test offer to the rest of the world. He wrote that in a tweet on Monday.
The FSD program is currently still in the Beta-Version. In the USA, anyone who wants to can now get access to the test. Musk announced end of 2022. To do this, however, you must have purchased the corresponding package. Currently, the price of that in the USA is proud 15.000 Dollar.
The high price and the still limited functionality of the package are regularly in the criticism. But Musk himself never tires of emphasizing that many simply do not understand the value.
It is currently still unclear when the full FSD beta will also be available in Europe and depends, among other things, on the EU. Recently there has been speculation that it will be at the earliest early 2024 could be so far.
