The central government ordered to declare a state of emergency in Lima, Callao, Puno, Cusco and other locations, starting today, January 15, for 30 days. The measure was published the night before in the Official Gazette El Peruano. Meanwhile, only in Puno have the curfew been established.

Supreme Decree No. 009-2023-PCM establishes that Lima, El Callao, Puno (where twenty deaths have occurred), Cusco, Andahuaylas (Apurímac region), Tambopata and Tambumanu (in Madre de Dios) and in the Torata district (Mariscal Nieto, Moquegua), as well as some networks of the national highway system, are under this provision.

They have also been included in the state of emergency the roads: Panamericana Norte and Sur, the Central Highway, the southern road corridor Apurímac-Cusco-Arequipa and the Interoceanic South highway.

During this state of emergency relative constitutional rights such as inviolability of domicile, freedom of transit and freedom of assembly are suspended.

CURFEW IN PUNO

This supreme decree also establishes the compulsory immobilization in Fist for a period of ten days, from 8 at night to 4 in the morning.

The supreme decree establishing the state of emergency, published in the official newspaper El Peruano, has the signature of President Dina Boluarte and the President of the Council of Ministers Alberto Otárola, as well as Defense Ministers Jorge Chávez Cresta; of the Interior, Vicente Romero and of Justice, José Andrés Tello.
