The president of the National Electoral Institute (INE), Guadalupe Taddei Zavala, will propose to the plenary session of the General Council the appointment of the former IMSS official, Flavio Cienfuegos Valenciaas executive secretary. Cienfuegos is currently the head of the office of the new president of the national electoral body.
Flavio Cienfuegos Valencia is a graduate of the School of Government and Public Transformation of the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM), both at the master’s and doctoral levels.
He was Director of Administration of the IMSS and ISSSTE; technical assistant general director in the National Registry of Population and Personal Identification; He held various positions in the Federal Voter Registry of the Federal Electoral Institute; He has worked as an independent public policy consultant and professor at the School of Government and Public Transformation, ITESM Campus Santa Fe, among other positions.
Cienfuegos was the closest collaborator of Guadalupe Taddei when she served as president of the Electoral Institute of the State of Sonora.
In June 2019, after his resignation as director of the IMSS, Germán Martínez, filed three complaints with the Attorney General of the Republic (FGR), for alleged irregularities committed by the then director of Administration of the IMSS, Flavio Cienfuegos Valenciawhom he accused of causing serious patrimonial damage to the finances of that institution.
In his complaint to the FGR, Germán Martínez asked prosecutor Alejandro Gertz Manero: “I have been informed that due to the possible irregularities allegedly attributable to C. Flavio Cienfuegos Valencia, in his capacity as Director of Administration, which could constitute crime and that could result in a serious affectation to the assets and interests of the Mexican Institute of Social Security, a complaint was filed on May 3, 2019.
“In this regard, I allow myself to request that the institution that you preside with dignity carry out the corresponding investigations in the terms of the applicable legislation, with the purpose that the facts that are the subject of the referenced complaint are clarified, the responsibilities of the that there is a place and, if that is the case, whoever may be guilty be punished.” It should be noted that this complaint is still pending in the FGR.
