The Ministry of Finance and Public Credit (SHCP) reported that Julio César Cervantes Parra is the new president of the National Commission of the Retirement Savings System (Consar), replacing Iván Pliego Moreno.

In the bulletin, the SHCP specified that it was the Secretary of the Treasury, Rogelio Ramírez de la O, who appointed the new president of Consar. Prior to the appointment, Cervantes Parra served as financial vice president of the decentralized body of the Treasury.

With said appointment, Julio César Cervantes is the third person in charge of the National Commission of the Retirement Savings System so far in this federal government.

The new president of Consar is an actuary from the National Autonomous University of Mexico (UNAM) and a master’s degree in economics from the Colegio de México.

He also has a master’s degree in European Social Security from the Catholic University of Louvain, in Belgium, and another in Direction and Management of Pension Plans and Funds from the Ibero-American Social Security Organization.

In the Federal Public Administration, Cervantes Parra, has served as Regulatory Director of Prospective and Institutional Planning of the Institute of Security and Social Services for State Workers (ISSSTE) and director of Pension and Social Security Policy of the Ministry of Finance.

Cervantes Parra was also a researcher at the Center for Public Finance Studies (CEFP) of the Chamber of Deputies.

Last week a source confirmed to El Economista that Iván Pliego Moreno left the presidency of the National Commission of the Retirement Savings System after 1 year and 8 months at the helm. Pliego Moreno will join the team of the Secretary of the Treasury, Rogelio Ramírez de la O.
