He assured that the tasks that he still has to carry out during the first four months of 2023 are based on two premises: “keep active the defense of our democracy” and the administrative closure which corresponds to its output.

Through a video in his social media explained that the implications of defend democracy are to protect the current electoral system, the Electoral Professional Service, as well as take care of the labor rights of the workers of the Institute and legally shield the technical procedures of the organization.

On the other hand, he stressed that the legal defense of the INE will be a “battle” in which it will have the support of citizens, academics, other powers of the Union, other “authentically autonomous” institutional bodies such as the National Institute of Transparency and Access to Information (INAI), workers and local electoral institutes.



Said defense deals with the various reservations of unconstitutionality that were presented against the electoral reform applied to secondary laws promoted by the President of the Republic, Andrés Manuel López Obrador.

“The legal defense against the legal reforms that violate the conditions of autonomy, independence, certainty and legality of our electoral system is a battle that, I am sure, we will have the support of the citizenry.”

Meanwhile, he stressed that at the end of his administration after nine years as head of the electoral referee, he is preparing a detailed, “complete and understandable” management report, which includes a series of “white papers” that he described as “not just a elementary exercise of accountability and transparency, but rather the opportunity to generate important inputs to understand the current functioning of the electoral system”.

He stressed that the INE is the “most and best audited” public institution, for which reason he stressed that a “transparent, open to the citizenry and complete” closure is part of the “democratic commitment that today allows us to be a civil institution of the Mexican State that enjoys, by far, the highest rate of approval and public trust”, which organized, from 2014 to date, 330 electoral processes.
