Mexico City.- Opposition Deputies took the rostrum of the Chamber of Deputies after which legislators from Morena tried to eliminate from a reform regarding Justice Centers for Women, the obligation of the federal Government to guarantee budgetary resources for their operation.

In the plenary session of San Lázaro, a draft of the Senate was discussed to reform the Law on Women’s Access to a Life Free of Violence and establish that, from the federal budget, the necessary resources had to be guaranteed for the operation of these institutions that serve women victims of violence.

“In the Expenditure Budget of the Federation, the budgetary sufficiency for the operation of the Justice Centers for Women will be guaranteed,” the minutes indicate.

According to deputies from the PAN, PRI, PRD and Movimiento Ciudadano, the reform had the consensus of all parliamentary groups, including Morena and her allies.

However, at the last moment, the vice coordinator of Morena, Aleida Alavez, filed a reservation to eliminate that wording and only establish that, for the creation of new centers, the municipalities with the highest rates of violence will be prioritized.

This generated the discontent of legislators from the Va por México alliance and the Movimiento Ciudadano, who accused that the reservation was issued by the Ministry of Finance and put to discussion in plenary session in an attempt to break the law.

“If necessary, we are going to stay to sleep here, but we are not going to allow it to happen and to go back in the budget to the Justice Centers for Women in an albazo that is an abuse in the Legislature of Parity, where we should be talking about more budget, today they want to take away the budget for the state Justice Centers for women victims of violence,” warned PRI deputy Melissa Vargas.

The vice coordinator of Movimiento Ciudadano, Mirza Flores, criticized that the Morena deputies were willing to present a reserve issued by the Treasury with the aim of taking away the budget from women.

“It is very painful that they put women to fight over an initiative that the Ministry of Finance is sending to correct, why don’t they raise the men or the Secretary of Finance and present it? But they put women to fight with women, when the responsibility we have as the Legislature of parity is to defend the budget, especially the one that goes to the Justice Centers for Women throughout the country,” he said.

The legislators took the rostrum for around 40 minutes and during that time they exchanged insults and slogans.

“Stop taking care of López’s pocket”, “resources, not speeches”, “cheaters” and “traitors”, the PAN deputies yelled at their Morena peers.

In response, the morenista Andrea Chávez yelled “drunken murderer” at the PAN member Josefina Gamboa, accused of running over and killing a young cyclist in 2014, and “they want moches” to the rest of her companions.

At around 6:45 p.m., the current president of the Board of Directors, PAN member Noemí Berenice Luna, reported that in the absence of agreements, the recess decreed around 40 minutes earlier would be extended and called a session for next Thursday.

Aleida Alavez considered that it is unnecessary to put into law the obligation of the State to guarantee resources, because the current Government is different and proof of this is that, without being consigned in the law, in 2022 258 million were allocated to the National Commission to Prevent and Eradicate Violence against Women, in charge of distributing said resources to the 31 Justice Centers for Women.

“My argument is that: I did it when I was in the opposition, because I knew that the government in turn was not going to do it, I did not trust it, but they start from an unjustified distrust, because the money is there, and it is being allocated and it is being exercised, that is the difference. That is why we no longer have to continue assuming that it says that the State will have to guarantee resources,” he said.
