Private health insurance makes an important contribution to the modern equipment of specialist practices. This is the result of a current study by the data service provider Rebmann Research on the financing of innovative diagnostic and treatment methods in outpatient medical care.
“The study by Rebmann Research shows that without the disproportionate financial contribution from privately insured patients, it would be much more difficult for specialist practices to offer state-of-the-art care,” explains Florian Reuther, Director of the Association of Private Health Insurance (PKV), on the study results . “The refinancing of modern medical technology would sometimes take almost twice as long. In certain cases, the purchase of innovative diagnostic and treatment methods for the doctor’s office would no longer be worthwhile at all. Without the additional sales of the privately insured, the doctor’s office would certainly not be equipped with modern medical technology. ”
Rebmann Research used key business figures to measure the possibilities for doctors to invest in innovative diagnostic and therapeutic methods. The institute analyzed the use of the PKV-typical additional sales. These additional sales arise because there are fewer budget restrictions and usually higher fees for the treatment of private patients than in the statutory health insurance (SHI). These additional funds would be lacking in medical practices without private patients. In the outpatient medical sector, the additional turnover is more than 6 billion euros per year – this corresponds to an average of more than 55,000 euros per doctor’s practice.
Rebmann Research uses an example from ophthalmology to show how private health insurance promotes the spread of new, innovative diagnostic and treatment methods in healthcare: An investment in optical coherence tomography (OCT) for diagnostics and therapy control for retinal diseases is out in today’s dual healthcare system Statutory health insurance and private health insurance refinanced by ophthalmologists after 1.8 years. On the other hand, it took 5.4 years for a uniform remuneration framework based on statutory health insurance rules. Without the additional sales of the privately insured, the spread of modern medical technology in outpatient care would be significantly delayed.
Rebmann Research comes to the conclusion that the conditions for a practice equipped with innovative diagnostic and therapeutic procedures in the dual financing system are “incomparably better” than “under a uniform regulatory and remuneration framework based on the model of the GKV”. The public health insurance patients also benefit from the competition between the dual system and private health insurance. It ensures that all citizens can participate in medical and technical progress.
