The Executive Secretariat of the National Anti-Corruption System (SESNA) is the body that guarantees impartiality and allows coordination between institutions, experts agreed when positioning themselves against its disappearance as proposed by the initiative sent by the federal Executive to the Chamber of Deputies.
In a conference from San Lázaro, Roberto Moreno, head of SESNA, affirmed that it is an austere institution and that, together with the state executive secretariats, they currently generate savings of 1.7 billion pesos, although this amount could be higher in the future. future. Also, he pointed out that the Executive Secretariat is open to discussing how it can improve its functions.
Jorge Alberto Alatorre, president of the CPC and the Coordinating Committee of the National Anti-Corruption System, assured that there is no duplication of functions between SESNA and the tasks carried out by the Ministry of Public Administration. He reported that the main function of said Secretariat is to articulate “the six institutional chairs” that make up the SNA and provide systematic and technical support in an impartial manner.
Eduardo Bohórquez, executive director of Transparencia Mexicana, reported that when the SNA was conceived, the Executive Secretariat was thought of as a space “where governments, emanating from any banner, from any party, would feel comfortable. A place that did not belong to only one of the governments or only one of the powers”.
He affirmed that one of the most difficult tasks that SESNA has had is to integrate, in a single platform, the information related to public procurement of the Mexican Republic, to know how the institutions are buying.
For her part, Dalia Toledo, director of Public Finance and Anti-corruption at Ethos Innovation in public policies, commented that Civil Society believes “firmly that Mexico needs to bet on an independent fight against corruption.”
He added that solid, non-partisan institutions are needed for this and he considered that the National Anti-Corruption System offers that and, in particular, SESNA.
