“Thus, on the one hand, more tickets were sold than allowed by the stadium, at the same time it was arranged that it be carried out in a place and at an inappropriate time considering the expectations, not having correctly carried out the risk assessment, to the couple that allowed the use of deterrence elements in such a way that they had a massive reach with respect to people who could not avoid it, which led to injuries to thousands of people”, stated Menucci, who considers that “it is appropriate to evaluate not only the actions police personnel who exceeded the use of long weapons provided for containment (firing at individual targets when they did not constitute a threat) as well as those people who, regardless of the context, attacked with a large number of objects forceful attacks on part of the police personnel who were guarding the entrances to the stadium”.
The four new defendants made “negligent” or “reckless” contributions that led to the harmful result, “as if they all put a stone on a glass surface that by itself would not break it but together overcomes its resistance,” he graphed and added : “Each and every one of the accused persons acted in violation of their duties, before and during the sporting event, since they were responsible for its organization; and some even acted negligently during its development.”
