For the authorities it is a “promotion of organized, concerted and coordinated preparatory acts for the commission of a crime, that of making a part of the country independent”.

In the penal code it is considered an attack against the national integrity “the one who practices an act aimed at submitting the Republic, in whole or in part, to foreign domination or to make a part of it independent”, which will be punished with up to fifteen years in prison.
