DIICOT officially announced on Saturday that it has sued Vlad Pascu, the 19-year-old young man who, being drugged, killed two students with his car on May 2, and his parents, Miruna and Mihai Pascu. The prosecutors show, in the indictment, that the young man took drugs since he was 13 years old, when he first started using high-risk drugs, then high-risk drugs, surrounding himself with an entourage of people his age, with similar concerns, but also from people who supplied him with a variety of drugs – cannabis, cocaine, amphetamine, fentanyl and oxycodone.

Vlad Pascu – in pre-trial detention – was sent to court by DIICOT for possession of high-risk and high-risk drugs for personal consumption, in continuous form (two material documents), high-risk drug trafficking and making available home for illicit drug use.

Miruna Pascu – under pretrial detention – was sent to court for influencing statements and threats, and Mihai Pascu – under judicial control – for non-compliance with the arms and ammunition regime.

Oxycodone, Xanax and Methamphetamine at discretion

What the prosecutors say in the indictment about Vlad Pascu:

  • “On the night of April 13 to 14, 2023, he had several tablets of Oxycodone (high-risk drug) and Xanax (active substance – alprazolam – high-risk drug) at his residence in Bucharest, for his own consumption, and on the night of 18 on August 19, 2023, he was detected by the Police in Vama Veche, having cannabis and bromazepam in his car for his own consumption. (It is the night when the young man caused the tragedy on May 2)
  • On the night of April 13 to 14, 2023, Vlad Pascu made his apartment in Bucharest available to several people for illicit drug consumption, offering the people present Oxycodone, Xanax and Methamphetamine at their discretion.
  • From the evidence administered in the case, it emerged that, against the background of emotional problems that occurred in a family context, during the period of minors (13 years old), he started to consume high-risk drugs initially, then high-risk drugs, surrounding himself with a entourage composed of people his age with similar concerns, but also of people who supplied him with a varied range of drugs – cannabis, cocaine, amphetamine, fentanyl and oxycodone.

  • The constant use of drugs marked the personal evolution of the defendant, who developed a histrionic behavior, also favored by access to a series of material resources over social media.
  • This combination of factors ultimately led to the commission of the crimes investigated in this file, but also those that are the subject of the file instrumented by the Prosecutor’s Office attached to the Mangalia District Court after on the night of 18/19.08.2023, under the influence of high-risk drugs and great risk taken previously, he drove the car and caused the road accident on May 2 that resulted in the death of two people”.

The accusations that DIICOT brings to Miruna Pascu

  • “Through messages sent by telephone, he threatened an injured person with the possibility of generating a smear campaign in the mass media – with direct reference to the case in which she was sent to court for participating in the commission of a crime – a threat that created the injured person a state of deep fear, the purpose being to induce him to have a discussion regarding the known aspects of the defendant’s son’s history of drug consumption and distribution.
  • Later, he explicitly exercised acts of moral coercion and intimidation on the injured person, speculating on her age (minor) and the state of vulnerability she was in, in order to persuade her not to give a witness statement in the case in which her son was the defendant or to make false statements in the event that she agrees to be heard as a witness”.

As for Mihai Pascu, the prosecutors say that on September 14, 73 hunting cartridges, lethal ammunition, of industrial origin and subject to authorization according to Law no. 295/2004 on the arms and ammunition regime, were found in his home.

The file was sent to the Bucharest Court.

The accident on August 18, when Vlad Pascu killed two 21- and 22-year-old students with his car, revealed shocking details. Vlad Pascu had been stopped by the police twice – the day before the tragedy, at a filter, and the same night. He was allowed to leave the police station without being drug tested even though drugs were found in his car and the car did not have valid RCA insurance. Less than an hour later, Vlad Pascu caused the accident in which he killed two students.
