CDMX.- The President of the Board of Directors of the Senate, the Morenista Alejandro Armenta, assured that the session in which they approved 20 opinions in an alternate venue, without an electronic board and without the presence of the opposition, was attached to the law.

However, the legislator rectified the vote on the opinion issued by the General Law on Humanities, Sciences, Technologies and Innovation, after reviewing the transmission of the Congressional Channel of that session.

Armenta maintained that the closing of the regular session, on April 30, was carried out based on the Regulations of the Senate and the Organic Law of Congress.

Regarding the voting on some opinions, he stated that they corresponded to those announced by the secretary of the Board of Directors, according to a review of the transmission of the Congress Channel.

The Morenista affirmed that the opinion by which the National Financiera de Desarrollo Agropecuario, Rural, Forestal y Pesquero was extinguished was approved with 57 votes in favor, four against and five abstentions, while the quorum was 66 senators.

Armenta explained that the votes against were from senators Rafael Espino, Ricardo Monreal, Nancy Guadalupe Sánchez Arredondo and Cecilia Margarita Sánchez García, and the abstentions were from José Ramón Enríquez Herrera, Cora Cecilia Pinedo Alonso, Olga Sánchez Cordero, Manuel Velasco and Susana Harp.

Regarding the issuance of the General Law on Humanities, Sciences, Technologies and Innovation, he said that the secretary of the Board of Directors announced “clearly” 48 votes in favor, 12 against and six abstentions.

However, even bulletin 1318 issued by the Senate on the approval of the new law indicates that the vote was 58 votes in favor, two against, and six abstentions.

“(REFORM) points out as incorrect the final result announced by the senator secretary, which was 58 votes in favor, two against and six abstentions, and considers that the correct result is 46 votes in favor, seven abstentions and 11 against , for which reason it affirms that the constitutional quorum was not reached either.

“In this regard, Alejandro Armenta explained, it stands out that from the review of the transmission of the Congress Channel, it is observed that the Secretariat clearly announces 48 votes in favor, 12 against and six abstentions, thus reaching the legal quorum “, explained in a statement.

Armenta confirmed the last vote, after acknowledging deficiencies in the sound that caused confusion.

“While there are sound deficiencies that could cause confusion and ‘two’ be heard instead of 12, the meaning of the 12 votes in the record is confirmed in the records,” he added.

Alejandro Armenta reiterated that the limitations of the space adapted to carry out the session implied technical difficulties that were addressed as far as possible and maintained that, in case of discrepancies in the voting, there are the tastings of the sessions, which accurately indicate the actions carried out in them.

“Every declaration is supported by the records generated from the voting, both in the sense given by each senator in particular, whether in favor, against or abstention, as well as in the general count, which can be verified in the documentary elements of said General Secretariat, as well as in the stenographic version and the audiovisual records of the Congress Channel,” he insisted.
