The President of the Republic, Mr. Abdelmadjid Tebbounechaired this Tuesday January 24, 2023a meeting of Council of Ministers. Its agenda was the bill relating to the fight against drug trafficking and psychotropics; the conditions for granting the economic land in the private domain of the State; in addition to a presentation on the measures to be taken to limit the phenomenon of carbon monoxide asphyxiation .
After the presentation by the Prime Minister, Mr. Aïmene Benabderrahmane, of the results of the government’s activities over the past two weeks, President Tebboune gave a number of instructions and directives, of which the following are the most important:
Carbon monoxide poisoning: Sonelgaz will equip the homes of Algerians with detectors free of charge
With regard to the bill which defines the conditions for granting economic land belonging to the private domain of the Statefor the realization of investment projects, the Head of State gave the following directives:
- That the spirit of the law is based on the freedom of each citizen to invest in his area of specializationand to avoid the dangerous excesses that the country has experienced in the field of industrial land .
- The granting of real estate for economic purposes must be accompanied by legal flexibility to encourage investment.
- Rely on the digital means in order to avoid bureaucracy, since the single window system aims to enable projects to be carried out quickly and efficiently.
- Ensure a fair distribution of investment projects throughout the national territory.
With regard to the concrete measures to be taken to limit the phenomenon ofcarbon monoxide asphyxiation which is taking on an alarming scale in Algeria, President Tebboune instructed to:
- Instruct Sonelgaz to equip free citizens’ homes carbon monoxide leak detection devices equipped with an audible and visual warning system.
- Include in the specifications of residential projects mandatory attendanceof this type of device.
- Develop strict legal texts that prohibit manipulation of heating systems gas pipes and energy sources that supply residences.
- open technical and quality control laboratories affiliated to Sonelgaz throughout the national territory. Their mission will be to check the appliances that cause the most domestic accidents, particularly heating appliances.
- Encourage local manufacturers to meet domestic demand for safe, high-quality heating appliances and systems.
Tebboune sets course for Algeria’s wheat self-sufficiency
In addition to this, the Head of State gave a series of other directives concerning the sector of public works and of farming :
- Accelerate the creation of a mixed company to the railway industryin cooperation with world-renowned foreign expertise with the aim of building a comprehensive national network that connects north and south to facilitate transportation for economic players.
- Extending the rail network of the Ouargla-Tamanrasset, Ghardaïa-El Menia axes, Gara Djebilet -Bechar an absolute priority given their economic and strategic importance.
- Redouble efforts to increase wheat productionto 30 quintals per hectare to achieve self-sufficiency as quickly as possible.
Finally, the President of the Republic highlighted the content of the bill relating to “the prevention and repression of the use and illicit trafficking in narcotic drugs and psychotropic substances“, considering that it contains measures capable of immunizing society against this scourge. After the debate, the Council of Ministers approved the bill.
