Carlos, should Dina Boluarte resign?

I believe that he should eventually resign if he fails to finish reimposing order and law, and return peace to Peruvians; I think he has to quit.

For selfishness, for their own interests, for partisan interests. Because I think they were never interested in Peru.

You who are in Parliament, when do you think the elections will take place?

If all goes well, ideally, in 2024, but the way I see things now, I think we won’t see elections until 2026.

Do you see Dina Boluarte in power as sustainable this year? What would she have to do?

To begin, I believe, you must change cabinets. It is necessary to change at least the prime minister. You need to recognize that there is a political cost to mistakes and mistakes are your own administration…

What errors exactly?

The first mistake, for example, having ignored the issue of intelligence, of the intelligence services to avoid identifying the criminals who have infiltrated the demonstrations. It has also lacked a political side so that while on the one hand it emphasizes order, on the other it also has to empathize, have empathy with the real needs that people in the south, in the center, in the reality across the country.

What do you think is the intention of the presidents of Mexico and Colombia by ignoring Boluarte?

It is a game between foreign policy and domestic policy. Both are presidents of countries that are inundated by drug trafficking, devastated by crime, so nothing better than distracting their own internal audiences pointing, pointing, empathizing with someone who is supposedly in favor of the poorest.

What would you say to those who demand a Constituent Assembly in Peru?

First they read the Constitution, they have clear ideas of what they want to change and then they are coherent. Let them vote for those who propose a Constituent Assembly so that when they have a majority in Congress they can then change it.

Last year you said that you were betting on the vacancy of Pedro Castillo. Did you imagine such a violent scenario after his departure?

Yes, because it was evident that for 18 months if you sow hate, you are going to reap a storm of violence, so this violence is not free. This violence has been, let’s say, fabricated by Aníbal Torres and Pedro Castillo.

Do you think that Castillo is a good prisoner?

Superb prisoner.

Some opinionologists say that all this violent riot was prepared during his government, do you agree?

I don’t know if it was prepared, but obviously they had a plan B and plan B was that if at some point they vacate me then, as Aníbal Torres said, rivers of blood will flow.

Aside from the demonstrations and demands, why do you think there is so much hatred towards Lima from some sectors of the southern Andes?

If you live in Puno and it turns out that 7 out of 10 children under 5 years of age have anemia, you will not want much. Two, if they have always told you that the culprit is Lima and no one has made them see that the culprits are also the regional governors and the mayors who have the budgets to execute and do not execute, then obviously you are going to look again as the great culprit to the central government.

I have no doubt that there have been acts of a terrorist nature because what they have wanted to impose is precisely terror. I also have no doubt that many of the methods are the methods used by Sendero Luminoso. What really seems incredible to me is that the intelligence, the intelligence services of the country have been so inoperative that they have not been able to see them.

How would you try to solve the issue of violence in Puno, for example?

The first thing to do is to impose order with the police forces and the military forces. Having, yes, a lot, but a lot of zeal to take care of people’s rights.

The growth of 2022 was 2.7%, this year how do you think we will do?

Growth must be seen dynamically. The last three months of last year was negative growth when you compare it from month to month which is the way it looks in the United States, in Europe. Here in Peru it is a rare thing, it is only annualized. So, we are already in a negative trend. If the ‘With Punche Peru’ plan doesn’t work, then the economy will grow by 1% or 1.5%.

Keiko has just reappeared, are you one of those who thinks that he should no longer run for president?

Look, she can apply as many times as she wants. I believe that she will never win because anti-Fujimorismo is the largest political party in the country.

It is difficult, but if an election were held this 2023, could someone similar to Castillo, like Bermejo or Bellido be elected?

I do not believe. I don’t think people have a masochistic spirit. I think the price we all pay for ineffectiveness, for having candidates without any type of preparation, without any type of plan, without any type of team, has become clear.

Do you think that the right should go in alliance to the next elections?

But of course, in general the center right should look for candidates of consensus, but different candidates from the past, that is. Candidates who do not have trials, who do not have obvious economic interests, who have a clean track record and, above all, who come to accompany the team.

What do you think will happen in the coming months in the country?

I think it’s a bit binary, either the crisis deepens or basically we make a leap to peace within everything in elections that give us a new opportunity to start.

Why do you want to be President of the Republic?

Because I believe that after almost 40 years of work, of experiences in Peru, abroad, of thinking and loving my country every day, of participating in intellectual life, in academic life, in professional life, I have a vocation of service to the country and I believe that I have been able to achieve, gather around me, a group of people powerful enough to be able to change the country.

But aren’t you afraid that all the presidents in Peru end up in jail?

Well, they have all ended up in prison because they have committed crimes. They have all ended up in prison because they have been corrupt. Money matters zero to me, what matters to me is my country.

How do you define yourself politically: center, right, left?

I don’t believe in those definitions. I am a liberal economically because I believe that despite its deficiencies, the market system, the market economy, is the one that generates the greatest well-being, and in the social sphere I am also totally and absolutely liberal because I believe that each person has the right to find your happiness as you understand it.

Tell me three things that Peru needs to achieve development…

First, there has to be competitive quality education in the world. Second, a very different look, a look at the future of what we want and what we can be as a country. We need to have that vision. And thirdly, I believe that we also have to begin to look, to understand that copper, gold, etc., are not wealth, they are sources of wealth. We have to transform them.
