In order to counteract the rising rents in Berlin, the CDU state chairman Kai Wegner wants to introduce special building rights for affordable apartments. This emerges from a position paper by Wegner, which is available in the Tagesspiegel.

“The new construction of affordable housing is a key instrument for overcoming this emergency on the rental market in the long term,” it says. Berlin must meet this demand faster than before.

“In other emergencies, problems have already been tackled several times and successfully by creating special building rights,” writes Wegner.

The model should be the construction of refugee accommodation

As examples, he cites special regulations for the construction of refugee accommodation, the reduction of bureaucratic requirements for school construction and, most recently, the accelerated construction of LNG terminals through intervention in the approval process.

It is therefore necessary that at the level of federal legislation “corresponding, temporary special regulations for tight housing markets are included in the existing building law”.

However, Berlin could not implement such a regulation independently, but would have to rely on the federal government to do so. Wegner did not explain in the paper how it should be ensured that apartments with cheap rents would actually be built.

“Rents in Berlin continue to rise sharply. The Senate of the SPD, Greens and Left is responsible for this. The emergency on the Berlin housing market is homemade, ”said Wegner.

Now the “new engine” had to be started, he demanded. A special building right is a central element for more affordable living space.
