The meeting takes place amid the transportation crisis affecting the island and the scrutiny of public opinion on relations between the two countries following revelations that the two regimes are negotiating the construction of a joint facility for the training of military personnel. .

Recently, the Minister of Transportation of Cuba, Eduardo Rodríguez Dávila, recognized that the technical availability of state means of transportation in Cuba has been below 50% due to lack of spare parts for the last three years.

Likewise, the minister recognized that state transport is not profitable and also referred to the poor condition of the roads in the country.
