Faced with the Covid-19 pandemic, the executive has experimented with several strategies depending on the health situation in the territory. In France, as in other European countries, the figures are monitored on a daily basis to anticipate epidemic rebounds and avoid a hospital catastrophe: number of cases, incidence rate, reproduction rate (or R), number of deaths. The curve of the number of people in intensive care worries each time it reaches new thresholds. After the strict confinement of the first wave, new sanitary measures were taken alternatively: partial confinements, curfew, movement restrictions, wearing of compulsory masks, closure of restaurants, shops, schools, cultural places… The second and will the third wave be followed by a fourth? Vigilance is reinforced while the number of contaminations increases. The French, whose daily life is turned upside down, follow each speech by the President of the Republic and each press conference by the Prime Minister, broadcast live on BFMTV. Covid-19 disease, caused by the SARS-CoV-2 coronavirus (acronym for severe acute respiratory syndrome coronavirus 2), is the cause of the largest global pandemic in a century. Appeared in 2019, this new virus first raged in China before spreading all over the world. Causing in particular respiratory symptoms that can be very serious, it quickly led to a saturation of hospital intensive care units. To avoid resorting to patient triage and curb the number of deaths, most governments have been forced to take drastic measures and quarantine regions. In France, confinement was decreed on March 17, 2020 by President Emmanuel Macron, a few weeks after Italy and Spain, also very affected by the epidemic. The WHO declared a state of pandemic on March 11, 2020. The arrival of a second wave and then a third wave in 2021 regularly forces the government to take new measures. As vaccination delays, the virus mutates and some variants seem more contagious or more resistant. A race against time is on to stem the epidemic without bringing the economy to a standstill.
