The Political Judgment Commission of the Supreme Court of Justice of the Nation will meet again next Wednesday to continue listening to the testimony of the former administrator of the Highest Court, Hector Marchi.
Caroline Gaillard, a legislator from the Frente de Todos and head of the working group, called the meeting for 3:00 p.m. in Room 1 of the Annex A building of the Lower House. The former administrator of the Social Work of the Judiciary (OSPJN), Aldo Tonónwho rejected the last two calls and in recent days a third summons was issued under a warning to process his presence by the public force from the corresponding judicial channel.
In the meeting of the commission last Tuesday, Marchi pointed directly against the judge Juan Carlos Maqueda.
Marchi was a witness of vital importance for the ruling party since was displaced on Thursday of last week of the General Secretariat of Administration, after 15 years in office. That decision showed, for the first time since the impeachment process began, differences between the members of the highest court.
In relation to the administration of Obra Social, the witness stated that was under the supervision of Judge Maqueda during almost the entire period analyzed in his audit reports, which were carried out during 2021 and bounced until 2008. “It is clear that he directed the social work during that entire period. All the directors were chosen by Maqueda, that’s why there was no contest”, he detailed.
The witness explained that the first report focused on three problems at Obra Social (which has about 100,000 affiliates): “The first was of an organizational nature: a one-person board of directors who made all the decisions, vacant positions of great importance, and the locations of services such as billing and systems. The second weakness was the computer system, which were several subsystems that were not related to each other. And the most important weakness was related to the lack of management tools. For example, the lack of accounting. There is no organization without accounting. There were no bank reconciliations, there were no budgets, there was nothing, ”he explained.
Then, he insisted that Judge Maqueda “not only supervised but also I was aware of everything because all the employees knew that every week Dr. Aldo Tonón brought him all the questions so that he could see them and authorize them”.
“Nothing was done without the authorization of Dr. Maqueda. Any movement had to be authorized by Dr. Maqueda”, he added.
The next day Marchi appeared in Comodoro Py and asked to be a witness in the case for irregularities in the Obra Social del Poder Judicial. Regarding Tonón, he has already been cited twice by the commission. Last week he was absent without explanation. Instead, this week he sent a note through his lawyer where he justified his failure to appear because he had a legal case on the subject.
Next Wednesday will be the twelfth meeting of the Impeachment Commission, since the work began on January 26.
