The Spanish foundation of Lime by the conqueror Francisco Pizarroon January 18, 1535, a day like today 488 years ago, gave rise to the organization of the first council or meeting of councilors for the municipal administration of the capital city of the Viceroyalty of Peru.

In that town hall, held on Friday, January 22, 1535, the first two mayors were elected: Nicolas de Ribera ‘The Old Man’ Y Juan Tello de Guzman, in the presence of eight aldermen, all Spanish. Lima had two mayors at the same time: the first was in charge of decoration and commerce; while the second was concerned about the security and defense of the city.

The Andalusian conqueror Nicolas de Ribera ‘The Old Man’ participated in voyages of discovery pizarro and was one of the thirteen of the Isla del Gallo.

The chronicler Bernabé Cobo reports that the governor of Peru, Francisco Pizarro“gave and delivered two rods of justice in the name of his majesty (King Carlos I of Spain)” to Nicolás de Ribera and Juan Tello, so that they may use them during the year.

Four days after the founding of Lima, the town hall was held in which the first two mayors were elected.

The first mayors of Lima were assigned a salary of 200 gold pesos a year, says historian Juan Pacheco Ibarra.

The first meetings of the council were held on a site located next to the current Cathedral of Lima (where the Archbishopric is today), but in 1556 the site that belonged to the conquistador Hernando Pizarro, half-brother of Francisco Pizarrowhere today stands the Palace of the Municipality of Lima.
