Digital tag available

The Governor of Puerto Rico, Pedro R. Pierluisi, announced that, starting today, August 1, 2023, citizens will be able to carry out the process of record of digital seals through the application of CESCO Digital of the new label of Puerto Rico.

In turn, from September 1, 2023, all vehicle owners will be able to carry out the renewal of the tag, through CESCO Digital, according to the month that corresponds to carry out the procedure.

“Everyone knows that we have placed great emphasis on using technology for the benefit of the people, achieving government efficiency and access to services in an agile and convenient manner. As of today, the new Digital Marbete puts an end to the seal on the glass of the car that had to be changed every year. The Digital Label is now a reality. The registration process is already available through the CESCO Digital application and as of September 1 it will be a virtual process, although it will also be available in the traditional way for those who wish to do so,” the governor said in a press release.

As reported, the stamp that will be used as a digital tag is the electronic stamp of the toll, so many of the vehicle owners will not have to obtain it. People who do not have the toll stamp in their vehicle will be provided one at the time of renewal.

The process has three implementation phases: the validation or registration of the devices in CESCO Digital, from August 1, 2023; the renewal for all vehicles, except trailers and heavy vehicles, as of September 1, 2023, and the renewal for heavy vehicles, which begins on December 1, 2023.

The governor also added that “the digital transformation of government is a reality and has an exponential impact on the quality of life of citizens, reducing by 80 percent the time invested in government efforts. This will be a procedure accessible to 100 percent of citizens, which eliminates the problem of lack of inventory, reduces printing and distribution costs, reduces lines at collections, reduces transactions at CESCOs, and combats fraud.”

The integration of the information systems of agencies such as the Department of Transportation and Public Works (DTOP), the Office of Innovation and Technology Services (PRITS), the Department of the Treasury, the Puerto Rico Police, the Administration of Compensation for Automobile Accidents (ACAA) and the ASC allows the Government of Puerto Rico to provide agile services and greater access to all.

“Thousands of citizens use CESCO Digital services daily, which has managed to dramatically reduce the processes and time of government procedures. CESCO Digital has 2,356,940 registered people; 1,411,413 in the VACU ID registry; 122,487 citizens have renewed their driver’s licenses virtually; 100,000 new drivers have taken the learning test remotely and 50,559 vehicle owners have made transfers through the app. We are sure that this process will be just as successful and effective,” said the Secretary of the Department of Transportation and Public Works, Eileen Vélez Vega.

For his part, the main Technology officer of the Government of Puerto Rico, Antonio Ramos Guardiola indicated that “without a doubt, this project is a great advance in the transformation of the services that citizens receive from the Government. In terms of technology, the digital tag has undergone all the necessary tests to ensure that it is reliable and secure. At the same time, it is important to clarify that the toll and tag systems are not integrated or linked, simply, we will be using the same seal, so the renewal processes will be carried out exclusively by the CESCO Digital platforms and the Platform will not be used. of AutoExpreso for any management”.

Meanwhile, the Assistant Secretary of the Government for Innovation, Information, Data and Technology, Enrique Völckers-Nin highlighted the importance of the project, ensuring that “the digital label has been in development for many months. Without a doubt, it has been one of the most significant tasks that Governor Pedro Pierluisi has delegated to us, since it represents one of his most important promises to make the government 100% digital and efficient. Assuring citizens that they will no longer have to stand in long lines to carry out paperwork at CESCO offices, while we eliminate the legendary problem of lack of inventory, is undoubtedly great news and an extraordinary advance.”

“To validate the validity of the label, the Police have a tracking device that we have used successfully to issue traffic fines. Added to this tracking device are other methods that agents have to validate compliance with annual rights. Once the officer identifies that it is not in compliance and the fine is issued, the driver will be able to pay it as he has done up to now, through CESCO Digital, at the collection offices or CESCO centers around the entire island,” reported the Commissioner of the Puerto Rico Police, Antonio López Figueroa.

On the other hand, the secretary of the Department of Public Safety, Alexis Torres, explained that currently 22,304 fines issued by the Puerto Rico Police correspond to drivers without a tag or expired tag and assured that “the incorporation of technology in the inspection and compliance of the laws has been of benefit, both for the Uniformed Forces and for the citizens who today have more agile mechanisms for the verification and payment of violations of traffic laws”.

For the stamp registration process, citizens will have two options. They can do so through the CESCO Digital mobile application from an iPhone or Android phone, as well as on the www.cescodigital.pr.gov. Once the system determines that the vehicle is eligible, the application will present you with the instructions for registering the Digital Tag. In the same way, they can register it through the different Authorized Centers or Sales Points (Inspection Centers, Banks, Collectors and Cooperatives).

Renewal of the digital label

Citizens may carry out the renewal through the CESCO Digital application or through the different Authorized Centers or Sales Points (Inspection Centers, Banks, Collectors and Cooperatives). For this process, vehicle owners must perform the vehicle inspection as usual.

In the case of having registered their seal through CESCO Digital, citizens must enter the application and pay their Annual Fees by entering the credit card information to make the payment. As part of the payment process you will be able to select your preferred ACAA coverage and compulsory liability insurance. Finally, it is necessary to remove the sticker from the windshield.

If, on the contrary, you did not register the seal, or if you do not have one, you must visit the Authorized Center of your choice to pay your Annual Rights, ACCA and Compulsory Insurance as usual and remember to fill out the corresponding form to the Compulsory insurance. Then, you must obtain the seal of the digital tag. If you have an eligible toll stamp to be used as a digital tag, you must provide the 8 digits after (PRHTXXXXXXX) to the cashier at the point of sale. It is recommended that you take a photo of your toll stamp before proceeding to the point of sale. If you do not have an eligible toll stamp, you will be provided with the official digital tag of the Government of Puerto Rico at the point of sale. This stamp can be registered with AutoExpreso to be used at tolls. Then, affix your new digital tag and peel off the old windshield sticker.
