This is Piccolo, the main villain of that detestable live-action, but improved with a special dedication made by a designer from the studio that created the God of War video game.
The man in question is Raf Grassetti. The image, which we found in a note from 3D Gamesexpanded our imagination of what that film could have been if they had hired this designer.

The specifications of its arms pigmented with skin-colored and green fibers make this one of the best versions we’ve seen of the namekuseí. His towering villain gaze rounds out this brutal, hyper-realistic illustration.
In Dragon Ball Evolution, Piccolo is played by James Marsters. Gohan’s master character is an ancient alien warrior who seeks the Seven Dragon Balls to gain immense powers and dominate the world. Unlike his counterpart in the Dragon Ball anime and manga, the film version of Piccolo has quite a different appearance.
In the film, Piccolo is depicted as a pale-skinned being with a spiky head and a demonic appearance. He also has sharper and more pointed facial features, and his body is covered in tribal tattoos. These character design changes were subject to criticism from fans, as they departed significantly from the original portrayal of the character.
