For the elections of the 2023-2024 Participatory Budget Consultation and the 2023 Community Participation Commissions (WOCAPOS), a participation of 6.06% of the Nominal List was registered, equivalent to 429,433 votes.
This Monday, the Electoral Institute of Mexico City (IECM) reported that the 33 District Offices of the Electoral Institute of Mexico City (IECM) reported 100% of the total count of the 2,438 Vote and Opinion Receiving Tables installed for the Elective Day, with which the participations obtained were added to those that they were previously registered through the Institute’s Internet Electronic System.
According to the electoral body, in the 2023 Copacos election, 429,433 votes were registered and in the 2023 Participatory Budget Consultation there were 427,108 opinions. For the 2024 Participatory Budget Consultation, 427,331 opinions are reported.
Despite the low participation, the president of the IECM Citizen Participation and Training Commission, Mauricio Huesca Rodríguez, explained that these exercises exceeded those registered in 2022 by two percentage points.
Compared to other elections, it also meant an increase, in 2021 there were 388,848 votes, for 2020 there were 390,267 votes, for 2019 there were 248,158, in 2018 there were 290,614 votes.
“The participation of citizens who voted through electronic voting quadrupled, which demonstrates the citizen’s confidence in this type of technological instruments, which facilitate access to vote from anywhere,” he said.

The Head of Government, Claudia Sheinbaum Pardo, explained that this low participation rate of the Participatory Budget is due to the fact that the IECM has not carried out a good promotion.
“There is very little dissemination also by the IECM, because the one who carries out these processes is the Electoral Institute of Mexico City, and they should do much more dissemination than what the Participatory Budget represents or also the election of the COPACOS . The less people participate, the less democracy there is, because it is not only a matter of opening up, of seeing who wants to, but that there is really a participation of the citizens to improve their environment, ”he said.
Sheinbaum Pardo indicated that a review of the process should be sought, added to the fact that modifications may have to be made from the local Congress.
“It is worth doing a review now that there was this consultation on Sunday and in any case, already with the deputies, to review if a modification is required. And, on the other hand, there is a review of the Comptroller’s Office regarding participatory budgets, citizen complaints in different mayors’ offices, ”he added.
