Former DC vice mayor reportedly sexually harassed second female employee, report says

The former vice mayor of DC would have sexually harassed a second employee, according to an investigation.

The Mayor’s Office of Legal Counsel released a summary of the findings Monday morning about former Deputy Mayor for Planning and Economic Development John Falcicchio, who was a longtime top adviser to Mayor Muriel Bowser.

The allegations of physical sexual advances and unwanted romantic attention were substantiated, according to the report. Allegations of retaliatory interactions and retaliatory treatment were unsubstantiated.

Falcicchio has declined to comment on the allegations or investigations.

The former official also made multiple unwanted physical sexual advances toward the woman, who worked for him in the office, the report noted. It was also discovered that he had sent unwanted flirty messages.

Following the abrupt departure of DC Deputy Mayor John Falcicchio, our NBC Washington network reported that Mayor Muriel Bowser knew of the accusations against the official.

The report concluded that there was no retaliation from Falcicchio or other government personnel after the woman rejected his repeated overtures for several months in 2020.

Falcicchio abruptly resigned from John Falcicchio earlier this year. A previous investigation found that the former official had sexually harassed another city employee.

The findings published Monday are similar to those revealed by an investigation into the allegations made by another woman. A third woman has made similar allegations, but they are not part of the internal investigation because the woman is not an employee or contractor of the DC government.

The summary of the second investigation, while similar to the first, contains much less detail than the summary of the first set of findings.

The DC Council recently passed legislation directing the District’s inspector general to retain an outside law firm to conduct a review of the investigation, which was conducted internally.

Lawyers for the two DC employees issued a statement calling Falcicchio’s actions part of a “disturbing and long-standing pattern of predatory behavior by one of the most powerful men in Washington.”

Bowser is expected to address the findings at a news conference on Monday morning.
