The Government renewed for 2023 the validity of the norm that prohibits the circulation of trucks on national routes during long weekends, tourist spare parts or certain dates in which a large number of private vehicles are mobilized. It did so through Provision No. 991 published this Wednesday in the Official Gazette, which bears the signature of the head of the National Road Safety Agency (ANSV), Pablo Martinez Carignano.
The regulation establishes that vehicles of categories N2 and N3, O3 and O4 (large) “may not circulate on national routes on the dates and times” to be determined by the ANSV during those special dates. as long as Trucks transporting raw milk, its by-products and associated packaging will be excepted; live animals, fruit and vegetable products in transit, press and mobile units of audiovisual media, emergency care, assistance for damaged or accident vehicles, at the place of the event or in the transfer to the point closest to where it can be deposited; and back empty.
The normative It also exempts those who transport fuel, Compressed Natural Gas and Liquefied Petroleum Gas, gases necessary for the operation of health centers, as well as gases transported to individuals for home health care, in both cases, when it is proven that they are transported to said Destinations; medicines, urban solid waste and those that circulate in direct and immediate compliance with a judicial order and the transport of tallow, bone and hidessummarized telam.
In the recitals of the provision, it is stated that the ANSV, in its capacity as “authority for the application of national road safety policies and measures”, has as its main mission “the reduction of the accident rate in the national territory, through promotion, coordination, control and monitoring of road safety policies”.
“During the weekends that have a non-business day immediately before and/or after, called ‘long weekends’, as well as during the start, change and end of holiday periods, there is an exponential increase in traffic flow vehicles on national routes and inter-jurisdictional roads, motivated, among other causes, by the massive transfer of the population to tourist and recreation centers”, it is remarked and, finally, it is based: “The constant growth of the vehicle fleet increases significantly The probability of occurrence of road accidents is exponential, which warrants the adoption of strategic and preventive measures, tending to avoid such consequences”.
