After the Jalisco Congress approved requesting Governor Enrique Alfaro to negotiate with the Federation for modifications to the Adhesion Agreement to the National Fiscal Coordination System, the president described the fact as “a historic step in the defense of federalism in Mexico.”

With the urging of Congress, the governor will seek a rapprochement with the federal Ministry of Finance and Public Credit (SHCP) in the coming days to request “fair and equitable treatment within the fiscal pact.”

According to the president, the intention is for Jalisco to remain within the fiscal pact, but with a new agreement for the distribution of the taxes paid by the people of Jalisco that is, he said, more equitable and fair without losing the sense of subsidiarity with other states.

“Jalisco’s intention is to stay in the fiscal pact, we want to continue helping the states that have the least, the states that need support from the states that produce the most, we want fair treatment,” Alfaro Ramírez pointed out.

Last Wednesday, the plenary session of the local Congress approved with 35 votes in favor and one against, to urge the governor to manage the modifications to the Adhesion Agreement to the National Fiscal Coordination System that has not been modified in the last 40 years.

“The fact that Morena, the PRI, the PAN, Hagamos, el Verde have gone, sends a message that this is not a matter of litigation but a matter of seeking justice for Jalisco, since the current fiscal pact is already exhausted” , stressed Enrique Alfaro, during the protest of the Board of Directors of the Chamber of the Textile Industry in the state.

The Jalisco Congress approved that our state prepare for any eventuality. We do not want to break with the fiscal pact, but we want a fair fiscal agreement for the state”, he said.

The exhortation approved by the local Congress is the result of a technical proposal prepared by working groups that supported before the Legislative Power the “inequity conditions” of the current Fiscal Coordination Agreement.

“We are going to take a new approach that allows us that Jalisco, which contributes so much to the country, does not receive more than what is fair, that it receives a treatment according to what we contribute to the nation (…) but also raising our voices to explain why a model that concentrates resources in the Federation and leaves the states without the necessary tools to be able to fulfill their functions is no longer sustainable,” he said.

In addition, Congress approved the creation of the Jalisco State Tax Service Law, with which the entity will have its own local SAT.

According to the president of the Congressional Finance and Budget Commission, Claudia Salas, by having its own tax system, the entity will increase collection between 20 and 30%, which means around 6,000 million additional pesos for state coffers.
