According to data from the Institutional Program 2020-2024 of the Health Institute for Well-being (Insabi), which was extinguished last weekend through reforms to the Health Law, the percentage of completed works and maintenance of health centers , in the state health services, did not exceed 50% of the goals that were programmed in both areas.

The information, which is available on the National Transparency Platform, shows that Insabi, in terms of maintenance of health centers, had only met 42% of the projected goal until the end of 2022.

In turn, the percentage of completed works in the category amounted to 46.78 of the total.

This, according to Fernanda Avendaño, coordinator of Public Administration, of the Mexican Institute for Competitiveness (Imco), translates into a lack of planning by the authorities so that Insabi was a completely new Institute that could “provide health services to those people who did not have social security, throughout the country”.

While Mariana Campos, coordinator of the Public Expenditure and Accountability Program at México Evalúa, considered that the fact that important mechanisms for budget management were eliminated suggests that the objective of the Institute was not to carry out the tasks that Seguro Popular gave.

In addition, he pointed out that from México Evalúa, they were concerned about the elimination of the catalog of services that Seguro Popular had, since with it “it was not only clear that each beneficiary was going to have their budget, but also there was a clarity of which It is the list of services that they were going to have as a benefit.”

On the other hand, Insabi also failed to meet the objective of having a greater number of doctors and nurses with respect to the population without social security.

According to the indicators, the budgeted objective —in terms of nursing personnel— was to have 3.35 nurses for every 1,000 people without social security; of which, by the fourth quarter of 2022, only an adjusted goal of 2.81 nurses was achieved, which represented an advance of 83.88% of the objective.

While, in terms of doctors for every 1,000 inhabitants without social security, the institute contemplated an initial objective of 2.20 health professionals; to the same quarter last year, only the figure of 1.86 doctors had been achieved, which meant 88.55% of the objective.

Regarding this shortage of doctors, the specialist from Mexico Evalúa explained that in the country there is a shortage of medical specialists and subspecialists.

The Wellness Institute of Health (Insabi) supplied seven out of 10 medicines and healing materials estimated by 2022, according to its own statistics.

Among the information released on the transparency platform, as part of its obligations by law, Insabi acknowledges that of the 553 million 493,832 pieces of medical supplies, contemplated for last year in the country, it delivered 419 million 541,481 pieces, equivalent to 76 percent. hundred.

In this sense, the case of Coahuila stands out, the entity with the lowest percentage of medicine supply in the country, since of 13 million 86,226 pieces 7 million 744,926 were delivered.

In contrast, the states with the highest percentage of delivery of supplies with respect to what was requested were Guanajuato, where 98% of the pieces arrived at health centers; Aguascalientes (98%); Nuevo Leon (96%); Tamaulipas (95%) and Chihuahua (94%).

Regarding types of medication and healing materials (keys), of 1,874 estimated, 1,859 were delivered, which represented 99% of the total.

Insabi, example of the 4T

Last weekend, at the end of the regular session, the Senate received the answers to the parliamentary questions, pertaining to the Fourth Government Report of Andrés Manuel López Obrador, where Insabi stands out as an example of progress in the matter of health in the current federal administration.

Morena’s parliamentary group asked the president: “what is the strategy and what actions have been taken to guarantee employment, education, health and well-being for all Mexicans?”

In response, and as part of the section on health care actions, the Executive indicated that Insabi “guaranteed free and quality access to the beneficiaries of the public health system. Health protection was provided within the framework of the following guiding principles:

“Supply and distribution of medicines, healing material and medical equipment; specialist doctors and nurses in health establishments; construction and maintenance of health establishments; basification of temporary workers and with fees for contracts”.

It is also stated that the Insabi is the main piece for the federalization of state health services by being in charge of recruiting personnel, purchasing medicines, and generating and maintaining health infrastructure.
