The president of Mexico, Andres Manuel Lopez Obrador (AMLO)must be reported to the international Court of Justice for raping the Framework Agreement of the Pacific Alliance (AP), which in its article 7 says that the pro tempore presidency of the organization will be in charge “successively by each of the parties, in alphabetical order, for annual periods beginning in January.”
Pursuant to this provision, of mandatory compliance, AMLO had to transfer the headquarters to Peru in January of this year, but close to one hundred days have passed and the intimidating Mexican president refuses to comply with that obligation, arguing that the presidentto Dina Boluarte “is spurious” and that the legitimate head of state is the coup leader Pedro Castillo.
This unprecedented act of rebellion, which projects a psychopathic obsession of the Aztec ruler, collides with the guiding principles of International Law, seriously affecting the activities of a pact signed by Peru, Colombia, Chile and Mexico – where 62 countries also participate as observers- considered the most successful integration process in the hemisphere. Let us remember, in this sense, that heThe AP attracts 50% of foreign investment in the region, represents 36% of GDP and 56% of exportsa true locomotive of progress that benefits our peoples, a locomotive about to derail due to ideological whims or political affinity of the MLO with the dismissed coup leader Pedro Castillo, whom he intends to replace in his post, meddling in matters of internal competence in Peru , an act that violates Article 19 of the OAS Charter, which expressly prohibits doing so.
Among other tasks, the Pro Tempore Secretariat approves the activity programs, with dates, venues and agenda; evaluates the results of the implementation of the decisions taken; coordinates meetings of the ministers of Foreign Affairs and Foreign Trade; outlines the policy with third nations, as well as participating in other integration schemes, such as Unasur, and decides on the admission of new members, being able to proceed with the incorporation requested by the sister Republic of Ecuador.
Once our requests for the transfer of the headquarters of the AP have been exhausted, the Government has an expedited path to present a formal complaint before the Court under Article 36 of the statutes.
Said article establishes that the jurisdiction of this supranational justice body extends to all disputes that the parties submit “especially treaties or agreements in force”; to your interpretation; to any question of International Law and to “the existence of any fact that, if established, would constitute a violation of an international obligation.”
The body of 15 magistrates that make up the Court has a magnificent opportunity to enforce the norms of International Law that govern relations between States and that are being undermined by the rubbish of a mythomaniac and despotic politician.
In this context of confrontation, we must remember that the legitimate –and patient– demands of our country have crashed against a wall of sectarianism and intolerance. But it is also pathetic ignorance if we recall that López Obrador went so far as to maintain that he will consult the 25 members of the Rio Group on whether or not to proceed with the transfer, unaware that this bloc was deactivated 13 years ago, in February 2010, to give step to the creation of the Community of Latin American and Caribbean States (CELAC).
Democratic Peru is united before the misdeeds of a president who does not represent his people or his diplomats, who systematically offends us, in view of which there is no other way than to denounce him before the Court of Justice in The Hague, sending him, previously, a notification giving a period of 30 days to transfer the headquarters.
At the same time It is essential that the Peruvian Foreign Ministry request the convening of a meeting of the OAS Permanent Council to expose the slanderous narrative projected by the regimes of the bloc of the 21st century socialism who maintain, among other outrages, that Congress gave a coup against President Castillo for being a poor teacher from the mountains who was affecting powerful economic groups.
Furthermore, they also state that he is being held without a warrant and that he does not have lawyers, which is absolutely false.
Silence in the face of this campaign only favors the spread of lies and victimizes those who tried to dissolve Parliament and illegally intervene in other state powers, as well as order the arrest of the National Prosecutor. That is, to impose a dictatorship.
