The President of the Board of Directors, Alejandro Armenta Miercame out to clarify the indications for the lack of a quorum in the unusual session where senators related to the self-styled Fourth Transformation (4T) approved twenty laws via fast track.

The senator for the National Regeneration Movement (Brunette) rejection that the discussions of April 29 and 30 were carried out illegally, despite “the material limitations” that implied holding the session at the old alternate venue in Xicoténcatl and not in the Plenary Session of the Upper House: “There was always the support of the staff and material resources,” it was highlighted in an opinion card.

“The limitations of the space adapted to carry out the session implied deficiencies in the sound quality of the transmissions and technical difficulties, all of which were attended to as far as possible.”

In this sense, the communiqué attributed to the sound technical difficulties the alleged misunderstanding in the result of the vote that the Secretary of the Board of Directors, Veronica Camino Farjatvociferated for the “General Law on Humanities, Sciences, Technologies and Innovation.”

“While there is a sound deficiency that could cause confusion and ‘two’ be heard instead of ‘twelve,’ it is confirmed in the records to mean twelve votes in the records,” the document said, referring to the result of 48 votes in favor, 12 against and 6 abstentions – according to what was said by the senator – that approved the modification of the National Council of Science and Technology (conacyt).

Regarding the project for the extinction of the “National Financiera de Desarrollo Agropecuario, Rural, Forestal y Pesquero”, the text only detailed the names of the legislators who voted against or abstained from the legislative opinion. Same as Infobae Mexico specified in the finding made based on the official transmission of the session.

As to the discrepancies between the count of the Secretary of the Board of Directors and others outside it, urged to go to the records indicated in the session minutes “that accurately indicate the actions carried out.” This, but not before recognizing the members of said table as “only empowered legally and by regulation to attest to the required quorum (…) as well as the results of the voting carried out”.

“No one outside can supplant or correct the exercise of said functions.”

The document claimed that sound problems confused listeners and viewers as to the final tally.

There were 20 reforms that legislators approved via fast track without the presence of speakers, nor reading of the opinions and in an “improvised” venue before the protest of members of the opposition that forced the cancellation of the session.

And it is that, it should be remembered, members of the National Action Party (BREAD) imposed a sit-in in the gallery of the Chamber of Senators after the rejection of the candidacy of Ricardo Salgado Perrilliat to be the new commissioner of the National Institute of Transparency and Access to Information (INAI).

This led to the morenistas — and from allied parties — being able to hastily legislate two dozen initiatives during the afternoon, night and early morning of April 29 and 30. without any resistance of the opposing block. An act that was harshly condemned by personalities from said group, who accused it of being “a betrayal and simulation”.

Among the resolutions approved was Law 3 of 3 and the General Law on Women’s Access to a Life Free of Violence, to prevent gender aggressors and food debtors from accessing public office; the reform to the Federal Law for the Control of Chemical Precursors; the Law of the Institute of Security and Social Services of State Workers, among others.
