A long string of mishaps—including hacks and the loss of strategic water concession records—has paralyzed the National Water Commission. However, right now it is immersed in an internal control process that has seriously compromised the work and resources of the substantive areas in the body headed by Germán Martínez.

Through two memorandums —signed by Alejandra Icela Martínez Rodríguez, deputy general director of water administration—, managers and deputy manager were summoned to deliver precise information on the status of the substantiation and processing of ongoing administrative processes or any other matter legal.

And no later than midnight of this Tuesday the 9th, they will have to respond to a request for a “situational diagnosis”, whose response must specify “the objectives, goals, achievements, areas of opportunity, activities carried out and the status they maintain, as well as the red flags that they consider may slow down the performance of their duties”.

Martínez Rodríguez —daughter of the Secretary of Citizen Security— invoked sections I, IX and XVIII of the Internal Regulations of the unit to request this information, which will allow it to “comply with the powers of this general sub-directorate in matters of administration, management and custody of national waters and their inherent public goods”.

The deadline to submit the reports on the conduct of the procedures in progress expires next Thursday the 11th.

Officials must submit reports —in writing, it is understood— on “the situation of the issuance of resolutions in the corresponding matters, specifying, among others: concessions, permits, censuses, occupations, notices, transmissions, declarations, requests, records, issuance of certificates and certifications. As well as the state in the attention to consultations, inspection visits, suspensions, granting and revocation of authorizations, requests for transparency, attention to audits, means of challenge and litigation.

Said information requirement implies precision regarding the date of receipt and completion of the procedures, date of compliance and —if applicable— the calculation of the days of delay.

CONTROVERSY.
