The left represented in the Congress has presented a bill that seeks to call a referendum for citizens to express their feelings about a possible Constituent Assembly. The text has been submitted by Sigrid Bazan with the support of the members of his bench Together for Peru – Cambio Democráticothe same that integrates the ex-minister of Pedro Castillo, Roberto Sanchez.

Article two of the text states that the public would be consulted if “Do you approve the call for a constituent Assembly responsible for developing a new Constitution Politics?” and would have the option of marking Yes or No. Bazán assures that the measure “seeks to provide a solution to the political crisis and specify the request for a New Constitution promoted by the citizenship”.

In addition, it is pointed out that the eventual approval of the Constituent Assembly is an expression of the direct participation of citizens in the national policy. This position would be supported by the policies of the National Agreement that mentions that “representative democracy is the basis of the organization of the Condition of law, which is reinforced and deepened with the stake permanent, ethical and responsible citizen”.

The document presented aims to make it clear that the proposal does not imply a total reform of the Constitution, but rather a first step to consult the public about the future of the Magna Carta that rules in Peru since 1993. If the yes wins, elections would have to be called to elect those who will make up the Assembly in charge of writing a new text and if the no wins, the current document will be maintained.

It is not the first time that Bazán has made public his desire to convene a Constituent Assembly or that he has shown his support for initiatives presented in the Congress. In October 2021, he asked for his signature to adhere to the bill “on constitutional reform that incorporates the Constituent Assembly for a new Constitution and proposes the call for a referendum” presented by Alex Flores from Free Peru.

“We consider that a Constituent Assembly is the first step in the refoundation of the homeland, a homeland where everyone can fully exercise their rights,” reads the text sent by Bazán to the then president of Congress, Maria Del Carmen Alva.
