Berlin.
In addition to heat pumps, there is also state funding for pellet heating. However, there is a condition that must be met in order to do so.

The year 2023 has brought a number of changes for consumers. On January 1st, for example, the Harz IV system was replaced by citizen income. In addition, the gas and electricity price brake should take effect from March and relieve the burden on citizens. A subsidy is also planned for heating oil and pellet customers during the energy crisis. In contrast to price brake comparatively little is known about the help for pellet and heating oil customers in Germany. The exception: and the payout is imminent.

Funding for a pellet heating system: There are so many subsidies for pellets from the state

But despite state aid in the energy and price crisis, many consumers are currently concerned. Is the existing gas or oil heating still up to date? With regard to subsidies for a new heating system in 2023, does it make sense to invest in a new technology? One thing is certain: the subsidies for a heat pump from 2023 are good and make a difference Exchange of the old fuel heating attractive. However, a heat pump is not the right alternative for everyone. Therefore, there is also a subsidy for pellet heating.

But in contrast to financial support Since January 2023, consumers have received significantly less government subsidies for a new heat pump. There are changes especially in the funding for pellets. Consumers with an old gas or oil heating system can currently still get the most support from the state. Because for the exchange of an oil heating system, there is the “heating exchange bonus” counted towards the basic subsidy. In relation to a pellet heating system, that’s a plus of ten percentage points.

Pellet heating: Funding is subject to conditions – consumers need to know that

With the basic subsidy of also ten percent, consumers get a total of 20 percent state subsidy for a pellet heating system. If you don’t have an old gas or oil heating system, you only get the ten percent basic subsidy. But this is also subject to several conditions. If you don’t meet these or don’t fully meet them, you will get nothing in case of doubt. In contrast to the promotion of a heat pump, one of the requirements for pellets particularly strict. Below we have listed the requirements for the pellet promotion:

  • The heating must be on the list of eligible installations
  • The system must be combined with a solar system or hot water heat pump
  • A specialist company must confirm certain minimum standards

The second point in the list is primarily of great importance. A solar system alone can cost up to 10,000 euros or more, depending on its size and output. The costs for a new heat pump are also considerable – depending on the situation model the price is 15,000 for an air and up to 30,000 euros for a geothermal heat pump. “Politics has concentrated too much on the promotion of heat pumps,” criticizes Martin Bentele – Managing Director of the German Energy Wood and Pellet Association (DEPV) – in an interview with our editors.

Funding for pellet heating unfair: “legislators provoke social injustice”

Need for funding for a heat pump consumer do not install any additional solar system. In addition, there is a significantly better basic subsidy rate of 25 percent for the heating systems. Pellets are at a disadvantage – “the legislature is provoking social injustice,” says Bentele. A heat pump is not suitable for everyone. His demand for politicians: “We have to promote innovative and regenerative technology – regardless of the type of heating.” From his point of view, the current support system is rather counterproductive.

Bentele: “It makes people buy the cheapest.” Expensive boilers and systems and additionally one solar system – many simply cannot afford it. Therefore, state support is also an important component for pellets. “A policy based solely on electricity will not work in the long term,” says Bentele. It is all the more important to keep an eye on all heating technologies in the heat transition – including pellets and pellet heating. The expert has another tip for consumers.

Secure a subsidy for pellet heating: an expert gives a tip – this is how you can avoid the requirements

In addition to the funding of individual measures (EM) presented here for the pellet heating there is also the “tax subsidy for energy modernization measures in buildings”. Owners can take advantage of this – this also includes replacing the heating system and the pellets. “Over three years, a total of 20 percent of the costs can be received as income tax refunds,” reports the DEPV. The advantage here: A solar system or heat pump is not mandatory.

About the The DEPV provides information on funding by federal state on his home page. Regardless of these individual subsidies, there is also the possibility at the federal level to take advantage of a subsidy from the Kreditanstalt für Wiederaufbau (KfW) for the overall measure of a refurbishment. According to DEPI, this is possible if a building extensively energetically modernized or a particularly efficient building is newly built. However, there are also a few things to consider when it comes to KfW funding.

Pellet heating: Individual, tax and KfW funding – the grants at a glance

Among other things, at least efficiency level 100 (efficiency house 100 / efficiency building 100) must be achieved for modernization and the better efficiency level 40 for new buildings. If all the conditions are met, KfW funding including the costs for a renewable heating system with wood or pellets. In contrast to the EM subsidy for a pellet heating system, the subsidy via the KfW is significantly more demanding because the entire building has to be renovated or rebuilt. A brief overview for better orientation in the “funding jungle”.

Funding for pellet heating and pellets from the federal government:

  • Funding for individual measures (EM): 10 percent basic funding plus 10 percent heating exchange bonus with simultaneous investment in a PV system or hot water heat pump
  • KfW funding for comprehensive energy modernization or for particularly efficient new buildings. The KfW subsidy then includes the new pellet heating system.
  • Tax incentives for energy-efficient building modernization measures: Owners can claim 20 percent of the costs for pellet heating over three years through income tax

Conclusion on the promotion of pellet heating: Little subsidy, many conditions – the problems

The conclusion to the promotion of pellets and a new pellet heating system: The government grants are not that easy to get. On the one hand, consumers have to meet various requirements. In particular, the additionally required solar system or heat pump should be mentioned here. On the other hand, there are subsidies from various pots for pellet heating. The problem here: Not everyone can do everything grants claim. For the KfW funding, for example, the entire building has to be renovated.

Nevertheless, before making a purchase decision, you should consider all funding opportunities for a pellet heating look closely. Anyone who wants to invest in a PV system anyway can benefit from EM funding. If you don’t have the money for it or don’t want to invest more, you are better advised to use tax incentives instead. We also highly recommend contacting a specialist company or an energy consultant with experience. Experts are often best able to decide what kind of heating and what subsidies are suitable.
