In February came the first electric support. Anyone who is not satisfied can appeal, until mid-April 783 people have done so.

This concerns, for example, households that want to receive more support or compensation for several houses or apartments. Some protest that the support does not correspond to the electricity they have consumed. Others don’t want the support, like the self-employed Thomas Börjesson which SVT Nyheter previously told about.

Grazed by half

Since Försäkringskassan in Stockholm handles the payment to the whole country, it is with the Administrative Court in Stockholm that all appeals land. Four judges have prepared all incoming cases, which are now being decided. A few settled cases have had time to appeal to the Court of Appeal.

– We have had time for just over half, says Karin Dahlin, chief councilor at the Administrative Court in Stockholm.

So far, the court has not had to put other cases aside and managed with existing resources and personnel.

– The appeals have come in a limited number of weeks. We need to think about how we handle it so that the process does not take too long. This requires us to set aside resources for a shorter period, but we are prepared for that.

More difficult test

Soon to start the next electricity subsidy is paid out and companies are also planned to receive electricity subsidies, something that the Tax Agency in, among other places, Stockholm and Linköping will handle. In Stockholm, the administrative court then fears a new wave of appeals. The government has counted on 100 appeals from companies – far too optimistic, the administrative court says.

They believe about the same appeal rate as for the transition support during the pandemic, which would mean thousands of companies appealing. The administrative court also believes that it will be significantly more difficult cases to try than the support for households.

– It requires a more comprehensive examination because there are more parameters to decide on and more complex rules, says Karin Dahlin.
