After a security council in Popayán, in which the president Gustavo Petro spoke with the Minister of Defense and the Governor of Caucathe head of state presented the conclusions they reached.

“The violence here, in the department of Cauca, has an economic basis. If that economic base is replaced, the violence gradually dies down,” said Petro.
In addition to substituting illicit crops, Petro indicated that he gave the order to the Public Force to “paralyze the illicit economy”, with seizures and other operations throughout the territory.
Finally, the president exclaimed that, in any negotiations that are carried out with armed groups, “before a ceasefire, what we want is a cessation of hostilities against the civilian population.”
