The United Nations High Commissioner for Human Rights (UN-DH) in Mexico on Thursday urged the senators to designate the commissioners of the National Institute of Transparency and Access to Information and Protection of Personal Data (Inai) before the end of the regular session.

Through a letter addressed to the president of the Board of Directors of the Senate, the morenista Alejandro Armenta Mierthe UN-DH pointed out that the appointment of the new commissioners is essential for the transparency body to be able to exercise its functions and to be able to guarantee the rights of access to information and the protection of personal data.

“The culmination of the process for the appointment of three commissioners is essential for the INAI can fully exercise its function as the guarantor of these rights”

It also indicated that in the process of designation of the new commissioners there must be dialogue, transparency, gender equality, as well as listening to all the voices of civil society.

On the other hand, also the UN-DH He stated that he was fully available to continue providing advice to the Senate for parliamentary procedures.

On April 19, the Secretary of the Interior (Segob), Adam Augusto Lopez, insulted the work of Inai, because like the president Andres Manuel Lopez Obrador assured that “It’s useless.”

“INAI is a bureaucratic ballast that has served little or nothing to prevent corruption and guarantee transparency, it is an onerous, opaque and unnecessary expense that those who love simulation defend today,” he wrote on Twitter.

Consequently, white lilia ibarrapresident commissioner of the institute, explained in her social networks the importance of the decentralized body, and invited López Hernández to “that knows in depth the work that the Inai does”.

“INAI is a central component of Democracy. Its autonomous function, at the service of society, may inconvenience those who resist disclosing information. Today Mexico requires certainty, legitimacy and trust in its institutions, the best way is transparency,” Ibarra Cadena explained in another tweet.

It should be remembered that on April 13, the portal LatinUS spread a Audio in which López Hernández, who aspires to be a presidential candidate in 2024, is heard, manifesting to the senators of the self-called “Fourth Transformation” (4T) that AMLO is looking for a “impasse period” for the Inai, as it is convenient for him:

“He told me, and here I tell all of you: “I think that what is best for us is that there be a period of impasse”. Now, yesterday I told him that I was coming and that surely one of the topics to be discussed would be that of the Institute, and well, the answer is the same, we are in the ideal world. We do not have any urgency for it to be named at this time, ”he told them during a private meeting.

The body created in 2002 is incomplete. First, because the Senate of the Republic appointed Yadira Alarcón Márquez and Rafael Luna Alviso; however, President López Obrador objected to those appointments. Then it was added that the commissioner Francisco Xavier Acuna his period ended, so three members are missing.

By not having its seven commissionersthe Inai can not sessionTherefore, when a public institution or any obligated subject refuses to deliver information, the Institute will not be able to hold a session and force it to be delivered.

with close to 2,130 pending issues to be resolvedplus those that accumulate, the Inai will there are two weeks left for his future to be definedwith two extreme scenarios: return to normality or death by starvation, just in the final stretch of the six-year term and prior to the 2024 elections.
