These are the reforms that Morena approved in fast track

In a session at an alternate venue, senators from Morena and allies endorsed, without discussion or review, several priority reforms for President Andrés Manuel López Obrador.

• The IMSS-Welfare will take over the tasks of the agency and will be coordinated by the Ministry of Health and the IMSS.
• The IMSS serves more than 71 million beneficiaries. With the reform, 12 million more are charged.
• They guarantee the Army the management of the Mayan Train indefinitely, and that the Government grant “allocations” in the use of all the country’s railways.
• The laws of General Communication Routes, the regulation of the Railway Service and the Federal Law of Parastatal Entities were modified.
• The political rights of men who have been violent and alimony debtors are disabled so that they cannot be candidates for popularly elected positions or assume public office.
• The age to be a deputy or 25 years to be Secretary of State is reduced from 21 to 18 years.
• Reduce concession time. Now these will be given in a period of 30 years with a single extension of 25 years.
• The monopoly condition of exploration is left in the hands of the Mexican Geological Service, displacing the participation of the business sector.
• The National Financing Agency for Agricultural, Rural, Forestry and Fisheries Development disappears.
• They create a new General Law of Humanities, Sciences, Technologies and Innovation that, among other aspects, provides for the extinction of the National Council of Science and Technology, to be replaced by the National Council of Humanities, Sciences and Technologies.
• Changes to the Airports and Civil Aviation Law were endorsed to allow the creation of the Well-being Airline that will be in the hands of the Army.
• Sedena and Semar are authorized to “protect” the airspace, participate in operations, search and rescue, establish surveillance zones and conduct intelligence tasks and interception actions.
• They change the General Law of National Assets, in order to avoid large losses in the sale of state-owned real estate.
• It raises the base values ​​of the sale prices of national goods, leaving the first tender at 100%, the value of the second and third at 95%, instead of the 100, 80 and 60%, respectively, established by the legislation.
• They criminalize the diversion of chemical precursors for the manufacture of synthetic drugs, such as fentanyl, and includes the Secretary of the Navy (Semar) among the authorities in charge of enforcing the law for the control of said substances.
• They will redirect resources from the National Fund for Tourism Promotion (Fonatur) to a parastatal company that will be in charge of the administration and operation of projects such as the Mayan Train.
• 80 percent of the resources obtained from the payment of rights for foreign visitors -which Fonatur currently receives- will be allocated to a new federal public trust fund.
• Unfreeze initiative that will allow the Ministry of Public Administration to be a judge and party in the public sector contracting processes, and at the same time maintain the power to supervise public purchases.
• It is even empowered to participate in international procurement negotiations for the public sector.
