MEXICO CITY (appro).- Deputies from the Morena bench in the Chamber of Deputies signed an initiative that reforms article 31 of the Constitution to incorporate the term tax progressivity and that the richest pay more taxes.

The presentation of the initiative, which was turned over to the Constitutional Points Commission, coincided with the presentation of the national campaign #QueLosMásRicosPaguen, promoted by various organizations and groups grouped in the Alliance Against Inequality in Mexico.

The promoters of the reform are the deputies Manuel Vázquez Arellano, Jorge Alberto Barrera Toledo and the deputies Aleida Alavez Ruíz, María Clemente García Moreno and Marisol García Segura.

Organizations and promoters agreed that taxes on great wealth can strengthen the treasury through new income and without affecting the population; In addition, the redistributive effects of public spending may be amplified.

By incorporating the concept of progressivity, they pointed out, it is intended that there be an equitable distribution of tax burdens, making large taxpayers responsible for paying according to their “extremely high” income levels.

“Those who earn the most pay more and those who have the least receive more,” said Diego Merla, tax justice coordinator at Oxfam Mexico.

The representatives of the Alliance Against Inequality and Oxfam Mexico pointed out that fiscal injustice directly affects the working class of the country. Mexico, they abounded, is the fifteenth largest economy in the world; however, 43.9% of its population lives in multidimensional poverty.

With data from the National Council for the Evaluation of Social Development Policy (Coneval), they added that at least 67 million people live in poverty due to income in Mexico, the equivalent of 53% of the population.

In the same way, in Mexico the richest 10% of the population concentrates close to 63% of the country’s income, while only the richest 1% keeps 39% of the total income.

For this reason, they agreed that the public money collected from taxes should be used to guarantee the effective exercise of rights and reduce the gaps in social inequality.

Morenista deputy María Clemente and one of the deputies who supports the initiative said that they are joining the initiative “because it is one of the causes that our party has promised to protect,” she said.

“It is very fair that they pay more and that is what progressivity is about. It is important that in this fifth period of this legislature in which the budget is discussed, this initiative arrives and we are going to accompany it in the commissions in putting pressure on all politicians, ”he stressed.

The initiative, which has already been presented, will be referred to the commissions and will later go to the plenary session of the Chamber of Deputies for discussion and approval. Finally, it would be sent to the Executive, who can veto or approve it.
