Mexico lacks a regulation that serves to promote the orderly development and safe and inclusive use of Artificial Intelligence (AI) and therefore it is imminent for the Congress of the Union to legislate on the matter, concludes an investigation by the Belisario Domínguez de la Cámara Institute of Senators.

Through a “strategic note” entitled “The use of Artificial Intelligence (AI) in the Legislative Branch“, raises the need to legislate to regulate the development, use and mitigation of the risks of AI due to the speed and intensity of the changes that this technology brings with it.

New science law does not include it

It refers that the Mexican Congress recently approved, at the proposal of the federal Executive, the new General Law on Humanities, Sciences, Technologies and Innovation, but that this does not include a specific item on AI.

Just as on March 30, federal deputy Ignacio Loyola (PAN) proposed issuing the Law for the Ethical Regulation of Artificial Intelligence and Robotics, in order to establish public policy guidelines on the use of said tool through the creation of the Mexican Council of Ethics for Artificial Intelligence and Robotics and the National Statistics Network for use and monitoring on the matter.

The investigation specifies that on March 22, 2018, that is, during the previous six-year term headed by President Enrique Peña Nieto, the government of the Republic presented the Artificial Intelligence Strategy of Mexico 2018 (IA-MX Strategy 2018), which analyzes the advantages, opportunities and challenges of Mexico in the matter, and makes recommendations in the short, medium and long term for all sectors of society.

The project, he adds, proposed carrying out actions such as developing an adequate governance framework to promote multisectoral dialogue, mapping uses and needs in the industry, identifying best practices in government, promoting Mexico’s international leadership in the matter and working with specialists and citizens to give continuity to the strategy, “however, to date this project has not been resumed by the present administration.”

The AI It is a tool with enormous potential for the Legislative Branch, he explains, because the systems currently available could be used to make more informed decisions, optimize bureaucratic resources, improve communication between legislators and citizens, and make the process more efficient. legislative.

However, he cautions that the adoption of the AI in the Legislative Branch also entails important limitations and risks to take into account, among other issues, such as the use of imprecise and outdated information, importation of solutions that are not adequate for the country’s realities, plagiarism problems, technological dependency, misuse of personal and institutional data and cybernetic dangers that could violate the systems used by the institutions to fulfill their functions.
